About the Role
You will serve as a PROCUREMENT ANALYST (ACQUISITION REGULATORY COMPLIANCE MANAGER) in the ???????Logistics and Acquisition Department (Code 400), Contracts Division (Code 430), Policy and Programs Branch of PEARL HARBOR NSY AND IMF.
What You'll Do
- →You will ensure adequate execution of Contracting Officer duties for contracts awarded and administered by Pearl Harbor Naval Shipyard and Intermediate Maintenance Facility (PHNS).
- →You will manage and oversee implementation of, and continued compliance with, requirements of the Federal Acquisition Regulation (FAR), Defense FAR Supplement (DFARS), Navy Marine Corps FAR Supplement (NMCARS), and with NAVSEA instructions/policies.
- →You will develop and maintain a formal oversight plan which effectively implements the NAVSEA Procurement Surveillance Program (PSP) at the Field Procurement Office (FPO).
- →You will be responsible for the analysis and evaluation of contracting matters, and the initiation, development, and recommendation of contracting policies, procedures, and guidance in order to correct identified issues and to prevent recurrence.
- →You will publish information and material to inform, clarify, and explain regulatory and policy changes to ensure compliance with law, regulation, and policy.
- →You will coordinate with Subject Matter Experts (SMEs) in other areas within the Command to ensure that gaps in foundational knowledge are identified and acknowledged.
- →You will manage and oversee implementation and administration of the Contracting Officer Warrant Program.
- →You will coordinate external audits, reviews, and assessments of Contracting Office operations.
- →You will reconcile FAR, DFARS, NMCARS, and NAVSEA policies with Command and FPO Instructions, Notices, and contract requirements.
- →You will perform the duties as a backup or alternate Point of Contact (POC) for other Procurement Analysts within the Branch, including for eBusiness, Contracting Officer’s Representative (COR) Certification Manager (CCM), and Career Development.
Requirements
- ✓Applicants must meet the following Basic Education Requirement of the Department of Defense Qualification Standard for Contracting Positions: A bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees.
- ✓NOTE: The education requirement listed above applies only to individuals entering DoD GS-1102 positions on or after October 1, 2000.
- ✓Current civilian personnel in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000 are exempt from meeting this requirement.
- ✓Current military members who occupied a similar occupational specialty to the GS (or equivalent) 1102 or before September 30, 2000 are also exempt from meeting this requirement.
