This position is assigned to the Non-appropriated Fund (NAF) Morale, Welfare and Recreation (MWR) Department; Fleet Readiness (N92); Commander, Navy Region Japan; NSA Singapore. The primary purpose of this position is to serve as the principal and staff supervisor for MWR programs, and is responsible for the planning, development, administrative management, operations and maintenance of comprehensive Quality of Life (QoL) programs.
What You'll Do
- →Serves as the principal MWR program director and senior advisor to the Installation FFR Director (IN9), Executive Officer (XO), or Installation Commanding Officer (ICO), overseeing the administration and execution of all installation MWR programs and operations.
- →Formulates, justifies and executes comprehensive operating and capital budgets, Appropriated Funds (APF)/Uniform Funding Management (UFM) and Non-appropriated Funds (NAF), to support ongoing programs and proposed program offerings.
- →Provides strategic administrative and technical direction for program budgeting, marketing, facility maintenance, staffing, and logistical operations.
- →Authors, issues, and enforces local policies, instructions, and standard operating procedures (SOPs) to ensure operational objectives are communicated and met.
- →Develops and implements organizational procedures to continuously improve the financial posture, profitability, and internal controls of the local NAF Instrumentality.
- →Interprets higher-headquarters directives and monitors command compliance with all policies and operating guidance issued by Commander, Navy Installations Command (CNIC).
- →Directs and coordinates local MWR policies to ensure all program elements align with Navy community support requirements and installation mission goals.
- →Drives operational efficiency across MWR programs to achieve the most cost-effective and business-minded approaches to daily operations.
- →Conducts internal reviews of MWR operations to ensure strict compliance with governing Department of War (DoW), Department of Navy (DoN), and CNIC directives and prescribed fiduciary standards.
- →Oversees the maintenance and serviceability of MWR physical infrastructure, collaborating with Naval Facilities Engineering Systems Command (NAVFAC) on sustainment, restoration, modernization, and new construction projects.
- →Analyzes financial and operational data through Systems, Applications, and Products (SAP) financial management system to compile monthly and annual reports, identifying negative trends and directing corrective actions.
- →Directs the expansion, relocation, or discontinuation of services and activities based on patron demand, market analysis, and program objectives.
- →Develops long-range strategic plans within the framework of available funds, manpower, facilities, equipment, supplies, and existing services.
- →Establishes and maintains active liaison with tenant commands, Region N9/N92, outside agencies, and professional organizations to coordinate cross-functional initiatives.
