You will serve as a MANAGER in the Hull Response and Protection Branch of CARDEROCK DIV NS. This position is part of the Warfare Centers Personnel Demonstration Project. The ND-5 pay band encompasses positions equivalent to the GS-14 and GS-15.
What You'll Do
- →You will direct, plan and review the work of the Hull Response and Protection Branch, including, but not limited to business and organizational practices and processes, and personnel.
- →You will serve as ship and submarine air and underwater explosion effects technical consultant and advisor to the Division Head in the areas of research, development, test, and evaluation.
- →You will guide programmatic/financial plans and manage technical projects in the area of air and underwater explosion tests, trials, analyses, and Live Fire studies.
- →You will require the ability to supervise and provide technical and organizational leadership to an organization of 25-35 employees including engineers, scientists and support personnel.
- →You will perform long-range planning, set priorities and organize resources.
- →You will require knowledge of Navy policy/procedures regarding personnel, financial management, security, and safety.
- →You will require specific knowledge of ongoing, relevant Navy Research, Development, Testing and Evaluation programs and organizational structure of corresponding Navy acquisition programs and processes.
- →You will require broad understanding of air and underwater weapon effects against surface ships and submarines, including penetration, blast effects such as air and underwater shock holing, hull buckling, and hull damage from bubble jetting.
- →You will require extensive knowledge of protection concepts employed on surface ships and submarines.
- →You will be required to participate in explosive tests, however there will be no direct involvement with an armed explosive.
- →You will need to be familiar with and follow Navy and Naval Surface Warfare Center instructions and standard operating procedures dealing with the safe use and handling of explosive materials and expendable ordnance.
Requirements
- ✓Applicants must meet the following basic education requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual: Successful completion of a professional engineering degree.
- ✓Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position.
- ✓OR Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico.

- ✓OR Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and in engineering that included the courses specified in the basic requirements under paragraph A (above).
- ✓Ordinarily, there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions.
