This position is located in the National Oceanic and Atmospheric Administration (NOAA), National Ocean Service (NOS), Office of Coast Survey (OCS), with one vacancy in Silver Spring, MD.
What You'll Do
- →Assess, formulate, and develop strategies, practices, and guidelines on improving all elements of NOS's human resources programs.
- →Conduct annual assessment of programmatic needs to determine areas of focus for the coming year and support daily operational activities, such as action tracking and meeting support, coordination of internal communication, maintenance of databases, and distribution of information.
- →Monitor workforce operations and recommend actions that can be taken to increase efficiency and effectiveness.
- →Lead engagement with Human Resources (HR) Liaisons, Office of Human Capital Services (OHCS) and Enterprise Service (ES) to share information, translate and direct requests, and advocate for OCS's needs and perspectives.
- →Provide expert advice regarding analyses and appropriate strategies for collection of information/data.
- →Develop and independently conduct various management, and/or cost analyses of program operations.
- →Conduct qualitative and quantitative studies that improve management practices, work methods and efficiency.
- →Perform in-depth analyses on reports pulled from automated systems, and present recommendations for management decisions.
- →Use HR information systems to ensure timely and proper management of the workforce.
Requirements
- ✓This position will be filled under the DOC Alternative Personnel System (CAPS).
- ✓Under CAPS, positions are classified by career, pay plan, and pay band.
- ✓The ZA-4 is equivalent to the GS-13/14.
- ✓Key Requirements: Applicants must be U.S.
- ✓Suitable for Federal employment, as determined by background investigation.
