About the Role

This position is located in the National Oceanic and Atmospheric Administration (NOAA), Office of Marine and Aviation Operations (OMAO), with three vacancies in Silver Spring, MD; or Charleston, SC. This position is also announced under vacancy number OMAO-26-13020594-DE, which is open to all US Citizens or Nationals. You must apply to both announcements if you want to be considered for both.

What You'll Do

  • Analyze and evaluate the program for the effectiveness and efficiency of overall plans, policies and procedures and implement systemic adjustment to strategies and improvement initiatives.
  • Analyze new, updated, or established policy or regulations to determine and advise on their impact on mission operations and performance management.
  • Advise Senior Leadership and coordinate new or modified administrative program policies, regulations, or objectives to achieve effective operations.
  • Prepare and provide factual data, recommendations, and briefing material to leaders for use in program negotiations, succession planning, and resourcing discussions.
  • Establish management information requirements to influence mission and administrative reporting systems including systems requirements, data gathering and analytical techniques, data evaluation, and reporting methodology.

Requirements

  • This position will be filled under the DOC Alternative Personnel System (CAPS).
  • Under CAPS, positions are classified by career, pay plan, and pay band.
  • The ZA-4 is equivalent to the GS-13/14.

  • Suitable for Federal employment, as determined by background investigation.
