The primary purpose of this position is: The function of A1D is to manage NASIC's civilian education, training, and professional development programs. A1D provides commanders and staff advice and guidance on education and training programs and processes and ensures that the program meets mission requirements.

What You'll Do

  • Primary Purpose of Developmental Position.
  • To perform assignments designed to further progress applicable analytical and evaluative skills and techniques.
  • Serves as a Group/Directorate focal point for all education, training and development actions under the incumbent's assigned area.
  • Advises all managers as well as group level staff in assigned area on education, training and development matters.
  • Collects and analyzes DCIPSs personnel statistics for the Center on education, training and workforce development by Program Element Code (PEC) and Group/Directorate.
  • Provides workforce statistics upon request, often analyzing data and providing trend analysis/recommendations for improvement.
  • Accomplishes the planning, programing, budgeting and execution of the Center's diverse workforce development strategy.
  • Communicates requirements to and trains Training Focal Points to function as liaisons to A1D and training requirements in the analytic Production Groups and support Directorates.
  • Conducts and participates in special studies, projects, and functional reviews related to complex multiple mission areas supported by NASIC.
  • Plans, schedules and works with operating officials in conducting workforce development and organizational surveys, and special functional developmental needs reviews to ensure effective, efficient utilization of organization resources to achieve mission objectives within prescribed constraints.
  • Prepares written correspondence, briefing, and other documentation.
  • Drafts or prepares a variety of documents that may include development and processing of Continued Service Agreements, Bullet Background papers, Staff Summary Sheets, responses to routine inquires, reports, letters, and other related documents.

  • ADDITIONAL INFORMATION: This position is a Defense Civilian Intelligence Personnel Systems (DCIPS) position implemented under Section 504, Title V of Public Law 99-569, Intelligence Authorization Act for Fiscal Year 1987, as codified in Sec 1601, Chap 83 of Title 10 United States Code which sets forth Air Force policies and procedures for DCIPS.
  • This position is in the Excepted Service.
  • DoD Components with DCIPS positions apply Veterans' Preference to preference eligible candidates as defined by Section 2108 of Title 5 USC, in accordance with the procedures provided in DoD Instruction 1400.25, Volume 2005, DCIPS Employment and Placement.
