This position is located with the Office of Aviation Safety, Flight Standards Service, Office of Foundational Business, Workforce Development Divisions Program Effectiveness Branch, AFB-530. The incumbent serves as the lead analyst, evaluator, program designer, overseeing major programs and projects including evaluation of the effectiveness of Flight Standards workforce development programs.
What You'll Do
- →The incumbent is a recognized subject matter expert and lead analyst in overseeing highly complex and challenging programs/projects within the Flight Standards workforce development programs under the minimal direction of a manager.
- →The incumbent evaluates national programs and policies and develops management systems and policies that are nationwide in applicability.
- →Uses audit or evaluation documents/tools to evaluate bargaining unit or management employees for performance in an instructor role and develops, plans, and directs processes, procedures, workforce development performance plans in accordance with ISO standards.
- →Independently coordinates, implements, administers and oversees technical training initiatives and other complex national training projects and programs and provides written and verbal recommendations, advice and guidance to management, other offices and across the FAA (other LOBs) and Department of Transportation.
- →Maintains close working relationships with all FAA offices, Flight Standards offices and divisions and the Academy to ensure evaluations are conducted based on a risk-based, data driven schedule in a professional manner in accordance with standardized processes/procedures.
- →Reviews and interprets regulations, orders, and related documents to assess impact on operations, plans, and programs; research, prepares, and coordinates documents, briefings, presentations, and reports in area of responsibility.
- →Incumbent represents Flight Standards Workforce Development at designated meetings, conferences, and other venues and interfaces with government, industry, public entities and international audiences, as assigned.
- →Incumbent develops, interprets and disseminates applicable training program guidance and information.
- →Applies knowledge of FAA's policies and objectives to identify, define, and organize resources for large projects/programs/work activities.
- →Contacts are internal and external.
- →Often represents the major subdivision and LOB/SO as a principal point of contact to provide advice and guidance on the applications of policies and procedures.
- →Prepares, reviews, and recommends approvals of major reports on projects, programs and other work activities for internal and external distribution.
- →Develops briefings to convey strategic vision and/or organizational policies to internal and external audiences.
- →Incumbent accomplishes other duties assigned.
