Organizational Location: This position is with the Department of Homeland Security, within U.S. Customs and Border Protection, Enterprise Services, Office of Human Resources Management, Planning, Program Analysis, and Evaluation Directorate (PPAE), Strategic Transformation Management Division located in: Indianapolis, IN Minneapolis, MN Washington D.C. What You'll Do
- →You will be in pivotal role in advancing CBP's HR modernization initiatives by leading the design and implementation of a connected human capital ecosystem - anchored by the Employee Lifecycle 360 (EL360) environment - and other digital solutions that improve the end-to-end employee and HR professional experience.
- →This position starts at a salary of $125,776.00 (GS-14, Step 1) to $163,514.00 (GS-14, Step 10).

- →Typical duties include: Designing and optimizing CBP's HR business architecture (capabilities, value streams, processes) to support HR modernization initiatives such as the Employee Lifecycle 360 (EL360) ecosystem and ensuring cohesive, end-to-end user experiences.
- →Leading strategic alignment and analysis activities by consulting with executives and senior SMEs, facilitating workshops, and translating high-level goals into actionable roadmaps, priorities, and investment recommendations.
- →Serving as the lead authority for HR business architecture within STMD, planning and overseeing large, complex, CBP-wide modernization projects and ensuring alignment with enterprise standards and emerging technologies in partnership with data, solution, and platform architects.
- →Developing business requirements, using cases, and analytical products; conducting impact and cost/engineering analyses; and providing authoritative recommendations on process, policy, and system changes that shape CBP's Human Capital Enterprise.
- →Mentoring and coaching junior staff and project team members, sharing best practices, reviewing work products, and building organizational capability to sustain and extend HR transformation efforts.
