About the Role

Organizational Location: This position is with the Department of Homeland Security, within U.S. Customs and Border Protection, Office of Finance Indianapolis, IN. Additional selections may be made to include other organizational divisions and/or units within the duty location(s) listed above.

What You'll Do

  • The incumbent serves as a Management & Program Analyst located in the Department of Homeland Security (DHS), Customs and Border Protection (CBP), Office of the Commissioner (OC), Office of Finance (OF).
  • Serves as an analyst or advisor to executive management on a major mission or administrative program requiring application of a wide range of qualitative system and management support principles, processes, and systems.
  • Those can include, but are not limited to budget methodology and control, statistical research and performance measurement, information systems, management techniques and theories, organizational structure, planning and control systems, and public and congressional liaison, policy and other programs, impacting the total office.
  • Typical duties include: Tracking position management activities through workforce forecasting, staffing gap analysis, and attrition trend reviews to support effective recruitment and staffing strategies.
  • Analyzing historical workforce patterns, staffing levels, and organizational trends to identify current and future human capital needs.
  • Providing advice and recommendations to senior leadership on human capital issues, personnel program changes, workforce trends, best practices, and potential organizational impacts.
  • Developing and recommending improvements to human capital services, processes, and workforce management practices to meet changing office requirements.
  • Leading teams and projects focused on redesigning, automating, and re-engineering business processes to improve efficiency and service delivery.
  • Providing workforce planning and analysis services to program offices by evaluating workforce data and developing recommendations on staffing levels, skill requirements, and resource needs.
  • This position starts at a salary of $107,428.00 (GS-13, Step 1) to $139,658.00 (GS-13, Step 10) with promotion potential to $139,658 (GS-13 Step 10).

Requirements
