This position is located with Bonneville Power Administration, in Business Administration (TIBA), Internal Operations (TIB), Transmission Infrastructure Asset Management (TI), Transmission Services (T), Bonneville Power Administration (BPA). A successful candidate in the Management and Program Analyst position will serve as a program analyst, technical subject matter expert responsible for planning, organizing, conducting, researching, programmatic and operational financial analysis activities.
What You'll Do
- →As a Management and Program Analyst, you will: Design and lead the development of cost management strategies; establishment of prioritization criteria; and development of the methodology, assumptions, metrics and trends review of programmatic spending levels.
- →Ensures consistency by providing predictive analyses and coordination between capital and expense planning/spending assumptions.
- →Review management variance statements and validates that they meet BPA's financial standard for reporting.
- →Perform budget and cost analysis as an objective third-party review of costs across the Transmission Asset Management platform and associated Transmission organizations.
- →Provides consultation to assist and support cost management decisions such as Asset Plan forecasts, variance analysis and historical trend analysis for departments and programs.
- →Aggregate and verify overall data collected, calculates identified performance measurements, prepares reports and presents results to management.
- →Develop and run models to provides detailed programmatic, financial, statistical, and economic analyses and studies to assist managers and executives in meeting Transmission's strategic business objectives and identifying uncertainty and risk as part of BPA-wide strategic planning.
- →Focus may include financial forecasting, cost-effectiveness, cost efficiencies, benchmarking, and cost benefit analysis.
- →Performs gap analysis from the "as is" to the "to be" state.
- →Serves as a programmatic consultant to the business units and considers their unique areas of importance in analysis and research.
- →Recommends improvement opportunities for programmatic oversight in support of long-term strategic direction.
