The position of Management Analyst is located within the Digital Health Office, Workforce Planning and Employee Administration (WPEA) Office. Incumbent shares fully in the implementation, communication, and analysis of the assigned program areas of Human Resources (HR), VA Talent Management System (TMS) administration, Information Technology (IT) support services, onboarding, event planning, policy development and maintenance, management analysis, report preparation and maintenance.
What You'll Do
- →Major duties include but are not limited to: Conducts administrative and management analyses to evaluate organizational effectiveness, workforce operations, and program performance, and develops recommendations to improve efficiency, effectiveness, and mission accomplishment.
- →Serves as the Human Resources Liaison (HRL) by coordinating recruitment and staffing actions, advising managers on workforce planning, position management, hiring authorities, classification, and organizational structure, and ensuring compliance with VA and VHA human resources policies and procedures.
- →Plans, leads, and manages workforce and organizational improvement initiatives, including position management studies, quality improvement projects, special studies, and organizational development efforts that support strategic priorities.
- →Coordinates and facilitates communication with internal and external stakeholders, providing expert consultation, preparing reports, correspondence, policies, presentations, and recommendations, and serving as the principal point of contact on administrative and workforce management matters.
- →Develops, implements, and delivers training and technical guidance to managers and employees on human resources processes, workforce policies, administrative procedures, and organizational initiatives.
- →Manages administrative support programs, including records management, information governance, standard operating procedures, meeting coordination, information technology requests, and document control to ensure compliance with agency requirements and operational efficiency.
- →Monitors program performance, budgets, and resource utilization by analyzing workforce metrics, recruitment timelines, quality indicators, fiscal data, and organizational performance measures to support informed management decisions and strategic planning.
- →Conducts research and data analysis by collecting, validating, and interpreting qualitative and quantitative information, preparing reports and presentations, and recommending process improvements, policy enhancements, and solutions to complex administrative and organizational issues.
- →Work Schedule: Monday-Friday, 08:00-04:30pm Compressed/Flexible: Available Virtual: This position may be authorized for Virtual Work.
- →Virtual Work eligibility is for current VA employees that are already subject to the return to the in-person work mandate in their current position.
- →Definition of Virtual Work: Employee works outside of original hiring duty station at a VA-owned or leased space.
- →Return to Office (RTO): RTO mandates are in effect and selectees will be required to report to in-person work unless they are approved for an exception or an exemption.
- →Any approval for an RTO exception, exemption, or extension will happen after a tentative job offer, but before a final job offer.
