About the Role

The Management & Program Analyst (MA) is located in the Veterans Benefits Administration (VBA) Regional Office (RO). The MA will be responsible for providing qualitative and quantitative assessments of the administrative operations of the VR&E Division, including administrative and technical support on the organization and implementation of standard operating procedures, workload management, allocation of budgets employee utilization, and resource allocation.

  • Typical duties include, but are not limited to: Ability to work independently, setting priorities, organizing work and meeting deadlines.
  • Ability to work effectively with others as a team member in shared responsibility for service provision.
  • Ability to effectively communicate orally and through written communication with a wide variety of people at all levels.
  • Ability to gather and analyze facts and data, draw conclusions, and devise practical solutions to difficult problems and issues.
  • Knowledge of pertinent laws, regulatory, requirements, directives, policies and procedures concerning benefits administered state, federal or locally, for example contracting, Federal acquisition, and VR&E benefits.
  • Knowledge of computer hardware and software development and systems to prepare reports and analyses for presentation to management.
  • Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met.
  • Selection at a lower grade level does not guarantee promotion to the full performance level.
  • The full performance level of this position is GS-12.
  • Work Schedule: Monday - Friday 8:00 am - 4:30 pm Compressed/Flexible: Available Telework: This position is eligible for situational (ad hoc) telework only.
  • The selectee is required to report to the official duty station each scheduled workday.
  • Telework may be approved only on a case-by-case basis with supervisory approval.
  • Routine or recurring telework is not authorized for this position.
  • Virtual: This is not a virtual position.

Requirements

  • As a condition of employment for accepting this position, you may be required to serve a 1-year probationary period or trial period during which we will evaluate your fitness & whether your continued employment advances the public interest.
  • In determining if your employment advances the public interest, we may consider: Your performance and conduct; The needs and interests of the agency; Whether your continued employment would advance organizational goals of the agency or the Government; and Whether your continued employment would advance the efficiency of the Federal service.
  • Upon completion of your probationary period or trial period, your employment will be terminated unless you receive certification, in writing, that your continued employment advances the public interest.
