The incumbent is assigned to the Veterans Service Center (VSC) and reports to the Veteran's Service Center Manager (VSCM) and to the Assistant Veteran's Service Center Managers (AVSCM). The primary purpose of this position is to provide objectively based information for making decisions on the administrative aspects of organizational operations and management. The incumbent performs a variety of substantive analytical, planning, training, evaluative, budgetary, and advisory work.
What You'll Do
- →Specific duties include: Conducts complex analytical work to evaluate and improve station management policies, procedures, and organizational structures; interprets and advises on policies; and assesses internal controls for compliance and effectiveness.
- →Participates in meetings with agency leadership and other federal officials to exchange information, investigate issues, present recommendations, and collaboratively resolve problems.
- →Advises management on unique administrative issues and guides implementation of new or updated legislation, policies, regulations, and procedures.
- →Serves as a liaison between VBA District Offices and the Regional Office, coordinating initiatives requiring cross-team collaboration.
- →Manages sensitive correspondence and handles confidential labor and employee relations matters, including negotiations, grievances, and disciplinary actions.
- →Provides local guidance and memo preparation for VSC leadership on labor-management issues, Master Agreement concerns, and maintains related records and timelines.
- →Regularly updates VSC leadership on initiative status and recommends interventions to support achievement of Regional Office objectives.
- →Reviews and recommends changes to work methods and procedures based on mission updates or staffing changes; advises leadership on operational matters; and coordinates responses to Central Office requests.
- →Assists with planning and scheduling production-related work, adjusts staffing and procedures as needed, justifies supply and equipment purchases, and oversees development of data and analysis for higher-level decision-making.
- →Work Schedule: Full-time, Monday - Friday, 8:00 a.m.- 4:30 p.m.
- →Telework: This position is eligible for situational (ad hoc) telework only.
- →The selectee is required to report to the official duty station each scheduled workday.
- →Telework may be approved only on a case-by-case basis with supervisory approval.
- →Routine or recurring telework is not authorized for this position Virtual: This is not a virtual position.
