This position is located in the National Oceanic and Atmospheric Administration (NOAA), Office of the Chief Financial Officer (OCFO), Office of the Chief of Staff (OCS), Strategic Management Office (SMO), with 2 vacancies in Silver Spring, MD.
What You'll Do
- →As a Management Analyst, you will support OCFO through executive coordination, workforce management, organizational and employee developmental, administrative operations, and strategic planning.
- →You will also manage either the Performance Management, Awards and Employee Development Programs or the Space, Facilities, Property and Contracts Management Programs.
- →As a Management Analyst, you will perform the following duties: Serve as a Management Analyst in establishing short- and long-range goals to support the Office of the Chief Financial Officer's (OCFO) strategic milestones.
- →Develop budgetary and personnel resources required to achieve programmatic objectives.
- →Design and conduct evaluative studies analyzing the effectiveness of programs on managemental and organizational efficiency.
- →Identify procedural issues utilizing qualitative and quantitative data to make recommendations and determine the impacts on administrative operations.
- →Develop and implement processes and policies based on study findings.
- →Apply financial and administrative knowledge to the assessment and improvement of program effectiveness.
- →NOTE: These duties are described at the full performance level of the ZA-4; the ZA-3 is developmental leading to such performance.
Requirements
- ✓This position will be filled under the DOC Alternative Personnel System (CAPS).
- ✓Under CAPS, positions are classified by career, pay plan, and pay band.
- ✓The ZA-3 is equivalent to the GS-11/12.
- ✓The ZA-4 is equivalent to the GS-13/14.
- ✓The Full Performance Level (FPL) is the ZA-4.
- ✓Key Requirements: Applicants must be U.S.
- ✓Suitable for Federal employment, as determined by background investigation.

- ✓Must be registered for Selective Service, if applicable (www.sss.gov) Qualification requirements must be met by the closing date of the announcement.
