About the Role

The Food Safety and Inspection Service (FSIS) is seeking a Management Analyst to join the Office of Management, Resource Management Staff. In this role, you will perform qualitative and quantitative management analysis to support agency business operations and resource optimization. Ideal candidates possess strong analytical, evaluation, and advisory skills tailored to federal administrative structures. What You'll Do

  • Serves as a principal analyst advising internal staff, program supervisors, and external contractors on administrative, financial, and human capital, support processes and regulations Executes short- and long-range budget formulation and execution, cost and trend analysis, and monthly reconciliation to support critical management decision-making.
  • Oversees the integrity of administrative databases, records management systems, and inventory logs to ensure compliance with federal retention guidelines.
  • Analyzes historical spending patterns and federal appropriation cycles to assist leadership with long-range funding projections and new initiative investments.
  • Utilizes various purchase vehicles, including Contracts, Government Purchase Cards, Interagency Agreements and MOUs, to procure Agency services and supplies.
  • Reviews, processes, tracks, and reconciles, Micro-Purchase procurement actions in accordance with pertinent Agency and Federal regulations.
  • Evaluates macro-level administrative operations to discover, isolate, and resolve systemic operational processing bottlenecks.
  • Writes in-depth reports, briefing papers, presentations, directives, policy memoranda, talking points, and other official correspondence.
  • Collaborates with program managers to generate and brief recurring and initiative reports, and project plans and budgets.
  • Produces succinct, well-organized executive summaries, research reports, and technical briefing packages for agency leadership.
  • Develops and drafts formal agency-wide administrative policies, standard operating procedures (SOPs), and operational directives.
  • Monitors and reports Agency Continuity of Operations (COOP) data to agency leadership.
  • Represents the Resource Management Staff on cross-functional committees and multi-agency working groups.
  • Facilitates the timely completion of employee requests for assistance on the full range of administrative processing areas.

  • There is no education substitution for the GS-12/13 grade level.
