About the Role
You will serve as a LEAD CONTRACT SPECIALIST in the CNO Procurement Branch (Code 420), within the Combatant Contract Admin Division (Code 426), of the Contracts Department (Code 400) of MID ATLANTIC REGIONAL MAINTENANCE CTR.
What You'll Do
- →You will develop and award contracts under the cognizance of MARMC; to overhaul, modernize and repair naval warships; provide oversight in ordering material and supplies, train subordinates and interns.
- →You will provide direct guidance to other contract specialists, and contract specialist interns as required, communicating to the team the assignment, project, problem to be solved, priority events, milestones, and/or program issues.
- →You will assist the branch head in developing contract strategy, considering the availability of funds, extent of competition, urgency, production lead time, need for government-furnished material/property, and option requirements You will establish training requirements and developmental needs of personnel in the branch and ensure that subordinates follow the training plan.
- →You will ensure that all contract award documentation is complete and accurate, including justifications and approvals, determinations and findings, and documentation of bidder’s questions and government responses.
- →You will establish the government’s negotiation position prior to entering into discussions with the contractor to negotiate for awards.
Requirements
- ✓Applicants must meet the following Basic Education Requirement of the Department of Defense Qualification Standard for Contracting Positions: A bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees.
- ✓NOTE: The education requirement listed above applies only to individuals entering DoD GS-1102 positions on or after October 1, 2000.
- ✓Current civilian personnel in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000 are exempt from meeting this requirement.
- ✓Current military members who occupied a similar occupational specialty to the GS (or equivalent) 1102 or before September 30, 2000 are also exempt from meeting this requirement.
