About the Position: Serves as a Joint Operations Planner and subject matter expert on civilian casualty (CIVCAS) mitigation and reporting. Ensures that civilian casualty mitigation, response, and risk assessments are seamlessly integrated into all phases of joint operational planning, targeting, and force employment across the USAFRICOM's Area of Responsibility (AOR).
What You'll Do
- →Oversee the daily administrative operations of the AFRICOM CIVCAS program, including progress reporting, weekly scheduling, and cross-functional coordination via official task management systems.
- →Utilize the Joint Planning Process (JPP) to develop, monitor, and execute strategic and operational plans or exercises, ensuring they align with the Command’s Strategy and Theater Campaign Plan.
- →Impartially assess whether civilian casualties occurred, identify lessons learned from incidents, document best practices for mitigation, and enable appropriate responses to harmed civilians.
- →Coordinate command engagements with civil society organizations, Non-Governmental Organizations (NGOs), and International Organizations (IOs) to build strategic partnerships and foster transparency.
- →Execute analytical reviews and draft mission analyses, decision papers, and operational concepts to institutionalize CIVCAS mitigation and integration into joint planning products across the AOR.
- →Serve as the primary advisor, consultant, and subject matter expert (SME) for all joint operations planning issues related to civilian casualties (CIVCAS), acting as the point of contact for policy interpretation and formulation.
