About the Role

About the Position: This position is a DOD Cyber Excepted Service (CES) personnel system position in the Excepted Service under 10 USC 1599f. Employees occupying CES positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the Adams County, PA.

What You'll Do

  • Manages 100% accountability for 3,000+ KEYMAT/CCI items across 20+ Local Elements.
  • Oversees receipt, custody, distribution, transfer, and destruction supporting DoD, Federal, and NATO partners IAW AR 380-40/TB 380-41.
  • Conducts 100% semiannual inventories and audits; reports COMSEC incidents within 24 hours.
  • Serves as KEYMAT provider, RECOVERY KEY repository, and Fielding Manager for US Army Technology Applications Office SAP WAN.
  • Enforces NSA/DoD COMSEC policies; leads software upgrades/maintenance for STE, vIPer, and CCI equipment.
  • Coordinates user training across the battalion and reviews emergency/contingency cryptographic support plans.
  • Serves as KMI and LMD/KP System Administrator to generate, order, and distribute Tier-2 key fills.
  • Manages system accreditations, user privileges, troubleshooting, and disaster recovery IAW AR 25-2 and TB 380-41.
  • Directs operational setup, keying, and control of assigned CRYPTONETs for the Commander.
  • Coordinates secure communications interoperability with DoD branches, Federal Agencies, NATO, and allied partners.

  • IAW DoD 5210.42-R and AR 50-5, Nuclear Personnel Reliability Program (PRP) requires the selection of only those personnel who are emotionally stable and physically capable and who have demonstrated reliability and professional competence.
  • If prospective employee does not meet or maintain program standards, they will not be selected for or retained in the PRP. 3.
  • Prospective employee must undergo initial evaluation of their reliability before being assigned to a nuclear PRP position. 4.
  • If prospective employee meets any of the following mandatory disqualifying or decertifying criteria, they will not be selected for or retained in a nuclear PRP position: a.
  • Diagnosed with a mild, moderate, or sever alcohol use disorder, and does not successfully complete the prescribed treatment program, or fails to participate in a prescribed treatment program. b.
  • Ever been involved in the unauthorized trafficking, cultivation, processing, manufacturing, or sale of any controlled or illegal drug, including cannabis-based products. c.
  • Ever used a drug that could cause flashbacks. d.
  • Ever been previously diagnosed with severe substance use disorder (other than alcohol use disorder). e.
  • If there is a loss of confidence by the certifying official in the prospective employee's reliability, prospective employee will be decertified from the PRP. f.
  • If security clearance is revoked, prospective employee will be decertified from the PRP. 5.
  • The certifying official will judge the prospective employee's reliability based on an initial interview, a Personnel Security Investigation (PSI), a personnel records review, a medical evaluation, a negative drug test, and the prospective employee's qualifications for the position.
  • The CO will determine from the interview, including the suitability guidelines listed in AR 50-5, Appendix B, if the prospective employee is acceptable for further screening.
