About the Role

This vacancy is for a GS-2210-14, IT Cybersecurity Manager (PLCYPLN-INFOSEC) located in the Department of Homeland Security, U.S. Coast Guard, COMMUNICATIONS PROGRAM DIVISION -CG-683 in WASHINGTON, District of Columbia.

What You'll Do

  • You will serve as an IT Cybersecurity Manager (PLCYPLN-INFOSEC) and be responsible for managing information technology projects.
  • Being a Coast Guard civilian makes you a valuable member of the Coast Guard team.
  • Typical work assignments include: Developing and maintaining Investment Business Cases and Standard Investments throughout the Planning, Programming, Budgeting, and Execution (PPBE) and Capital Planning and Investment Control (CPIC) processes to support total cost of ownership analyses and transition planning..
  • Collaborating with the Requirements Manager to manage alignment between requirements and PPBE/CPIC processes.
  • Coordinating with the Program Manager the impacts of acquisition risk or missed acquisition milestones to the investment, and recommends a plan of action.
  • Evaluating operational and functional requirements changes to identify the impact on all elements of an Investment Business Case and Standard Investment.
  • Conducting Investment Business Case and Standard Investment reviews using CPIC standard weighted and rated criteria to recommend prioritization, trade space, budget requests, and decrement plans.
  • Preparing the Investment Business Case and Standard Investment budget and respective Resource Proposals (RPs) during budget formulation.
  • Recommending emergency and emergent spend plan adjustments to in-year budget execution through the Program Manager to the Resource Council for timely resolution, coordinating with funds manager and program reviewer through the CPIC Manager for oversight and compliance.
  • Mandatory training is required which must be successfully completed and other training may occur as necessary for success in the position.
  • Federal Acquisition Certification for Program and Project Managers Level II (FAC P/PM-II) or management determined equivalent within two years of entry into the position.
