This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD to recruit and appoint qualified candidates to positions in the competitive service. About the Position: This job announcement will fill multiple vacancies for an Interdisciplinary Engineer or Architect at the full performance levels (FPLs) of GS-12 and GS-13. This positions are with the Engineering and Construction Division in the Walla Walla District .
What You'll Do
- →GS-12: Independently plan, organize, direct and review the work of engineers and technicians in the preparation of Architect/Engineer (AE) contract task orders and contract specifications for a variety of civil/military works construction projects.
- →GS-12: Develop Independent Government Estimates (IGE) for Architectural and Engineering services.
- →Coordinate with Contracting Officers to negotiate with AE contractors for a final scope, schedule, and cost.
- →GS-12: Prepare detailed plans and specifications; conduct planning studies and preliminary investigations.
- →GS-12: Perform a broad range of engineering evaluations and assessments of AE products including: technical reports/reviews; surveying and mapping; model studies; hydraulic and hydrologic analysis; cost engineering; and other engineering services.
- →GS-12: Edit and integrate technical specification provisions prepared by others, the coordinate and assemble them into a pre-final specification package for review, prepare complete architectural and engineering specs, and prepare final specs.
- →GS-13: Serve as technical authority, consultant, advisor, and reviewer for all A-E products.
- →GS-13: Plan, organize, direct, and review the work of a group of engineers and technicians as an authority for Architect-Engineer (A-E) Services Management for civil works and military projects in the District and the region.
- →GS-13: Perform quality assurance (QA) evaluations of A-E services for local products to ensure technical adequacy, adherence to technical guidance, overall quality, and cost effectiveness.
- →GS-13: Skill in vocal and written expression, ability to make involved decisions, solve complicated problems, and the aptitude to exercise good judgment in all matters.
- →GS-13: Knowledge and expertise all areas relating to AE contracting including cost estimating, contract regulation, contract negotiation, and fiscal regulation for both conventional and unconventional projects with unique and complex features.
- →GS-13: Prepare, negotiate, and administer task orders to obtain engineering services utilizing A-E service contracts.
