As an Instructional Systems Specialist (Senior), you will lead the design, evaluation, and management of complex training programs, drive agency-wide instructional initiatives, and collaborate with stakeholders to advance USCIS workforce development.
What You'll Do
- →Lead the design and implementation of complex training programs using advanced instructional models and adult learning theories.
- →Direct agency-wide needs assessments and task analyses to identify performance gaps and recommend strategic training solutions.
- →Develop and oversee assessment tools and evaluation strategies to measure training effectiveness and recommend improvements.
- →Serve as principal liaison with SMEs and leadership to ensure training aligns with USCIS regulations, technologies, and goals.
- →Manage the life cycle of multiple high-impact training projects, ensuring timely delivery, quality, and alignment with agency goals.
- →Mentor junior staff and lead initiatives to build instructional capacity and foster professional growth within USCIS.
Requirements

- ✓Residency Requirement: There is a residency requirement for all applicants not currently employed by U.S.
- ✓Citizenship and Immigration Services.
- ✓This residency requirement states that candidates must have, for three of the last five years immediately prior to applying for this position; (1) resided in the United States; OR (2) worked for the United States Government as an employee overseas in a Federal or Military capacity, OR (3) been a dependent of a U.S.
- ✓Federal or Military employee serving overseas.
- ✓Probationary Period: You may be required to serve a probationary period of 1 year.
- ✓EDUCATIONAL SUBSTITUTION: There is no educational substitution at this grade level.
- ✓Basic Education Requirement: You must submit a copy of your college transcript(s) (unofficial is acceptable) to support the basic educational requirement or a list of coursework with hours completed.
- ✓For verification purposes, the transcript submitted must include your name and educational institution.
