- →We are seeking a senior Human Resources Information Technology Portfolio Manager to serve as the strategic bridge between business needs and IT solutions within our Personnel Analysis and Systems Directorate (S1A).
- →In this high-impact role, you will manage the Space Force HR Management IT portfolio, aligning enterprise-level capabilities with business transformation goals.
- →You will act as the primary point of contact for policy owners and program managers, tracking implementation progress and overseeing IT investments undergoing development.
- →Ideal Candidate: A highly strategic and analytical IT professional with authoritative expertise in portfolio management and enterprise architecture.
- →The ideal candidate will be a visionary leader capable of aligning complex IT system plans with broad business transformation goals.
- →They must possess excellent communication and consensus-building skills to navigate matrixed environments and coordinate with system program managers, compliance SMEs, and senior DAF/Space Force leadership.
- →This individual is a decisive problem-solver who can translate technical compliance and investment regulations into actionable, efficient governance processes.
- →Extensive experience in Defense Business System portfolio management, enterprise architecture, and the implementation lifecycle of custom software and COTS systems.
- →Proven background in conducting business case analysis (BCA) and evaluating project proposals against financial and non-financial factors.
- →Comprehensive knowledge of federal IT capital planning, investment controls, and laws/regulations (such as the Clinger-Cohen Act, Privacy Act, PRA, and FISMA).
- →Familiarity with the DoW, DAF, and Space Force organizational structure is highly desired.
