The Health Systems Specialist reports to a senior member of the Executive Leadership Team (ELT). Incumbent utilizes specialized knowledge of the fundamentals of healthcare management and serves as a management representative of the ELT . He/she/they participate in the stewardship and responsibility for operations of the organization as a whole, executing the Director's vision for the framework of healthcare delivery and direction of services and programs across the enterprise.
What You'll Do
- →Negotiates complex issues (e.g. multi-party negotiations with concerns that affect a broad scope and range of interests) with individuals/groups with diverse backgrounds and various levels of education and competence both internal and external to the organization (e.g.; employees, labor organizations, VSO, Community groups, congressional offices, VISN/VACO staff, etc.).
- →Integrates administrative services (Finance, Human Resource Management, Acquisition, Contracting, Facility Management, Environment of Care, Health Administration, etc.) in support of meeting goals of organization.
- →Responds to changing priorities in a complex multi-faceted health care organization by reallocating resources and/or modifying policies and procedures that have demonstrated results (e.g., staffing changes, budget modifications, implementation of new polices and/or mandates, increased workload).
- →Applies principles, methods, or tools for developing, scheduling, coordinating, monitoring, evaluating, and managing projects and resources, including technical performance.
- →Determines objectives and strategies; coordinates with other parts of the organization to accomplish goals; monitors and evaluates the progress and outcomes of operational plans; anticipates potential threats or opportunities.
- →Organizes work, sets priorities, and determines resource requirements; determines short- or long-term goals and strategies to achieve them; coordinates with other organizations or parts of the organization to accomplish goals; monitors progress and evaluates outcomes.
- →Breaks down barriers and silos in the workplace in favor of high performance work systems.
- →Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
- →Knowledge of the principles of organizational development and change management theories, and their applications.
- →Develops a thorough, administrative and strategic operational initiatives of the organization that enables the specialist to identify problems, analyze data, and recommend resolutions based on specific knowledge of the organization's objectives and priorities, resources, and catchment area.
- →Plans, organizes, trends and reviews requests for resources within their assigned executive's chain of command and makes recommendations, based upon the relative needs while considering their ability to utilize the resources requested.
- →Assist the Executive Leadership Team in assessing needs in a realistic fashion, documenting them effectively, and presenting them to a diverse audience of internal and external stakeholders.
