About the Role

The Facilities Branch of the Finance and Facilities Division provides a range of facilities management and real estate support, logistic services, engineering and design, construction planning and management across multiple sections. These sections include the National Capital Region and Field Operations Support Sections in the Washington, DC area; Real Property Management Section, in Quantico, VA (FBI Academy); and Redstone Facilities Services Section in Huntsville, AL (FBI Redstone campus).

What You'll Do

  • GS-13: Provide engineering support to facilities systems; driving upgrade projects from concept to completion, as required for continuous improvement of the facilities systems to ensure that support and services of the department meet the highest quality standards and performance.
  • Review designs including plans, specifications, and design analyses prepared by architects and engineers for technical adequacy, compliance with local and federal regulations and confirmation with existing industry standards and FBI Program of Requirements (POR).
  • Provide guidance to consultants when necessary.
  • Author Statements of Work (SOWs) and develop designs to provide engineered solutions to a myriad engineering tasks.
  • Perform construction administration duties, such as reviewing and answering Request for Information (RFI), reviewing submittals, reviewing and producing field reports, walking sites and verifying accuracy and compliance of construction with drawings and POR requirements.
  • Develop Independent Government Cost Estimates (IGCEs), and review/analyze cost reports, project progress, measure performance, and take necessary corrective actions to maintain agreed-upon schedules and costs.
  • Organize and conduct site visits for the purpose of data collection and evaluation of construction progress and compliance with applicable building codes and POR, and prepare comprehensive reports and prepare briefings to keep managers and executives advised of project status and accomplishments.
  • Participate in quality control and quality assurance during the design and construction phases of the project.
  • GS-14: (In addition to the above) Serve as senior subject matter expert to lead project teams of staff, business stakeholders, and contract personnel in coordinating and communicating project tasks, deadlines, and time frames to ensure timely and quality completion of projects.
  • Identify priorities and project/team interdependencies; coordinate multiple project schedules and assignments; set expectations, provide guidance and training to team members to accomplish the mission; monitor and report the status of work to management in a timely manner.
  • Personally prepare or oversee preparation of in-depth technical reports/papers concerning complex engineering matters.
  • Such reports are further used to determine current and long-range program needs of the Bureau.

Requirements

  • Positive Education Requirement This position has a specific education requirement; all applicants must verify completion of this basic educational requirement by submitting a copy of their college transcripts by the closing date of the vacancy announcement.
  • Basic Requirement: A.
  • Degree: Engineering.
  • Combination of education and specialized experience - college level education, training, and/or technical experience that furnished: 1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and 2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering.
  • The adequacy of such background must be demonstrated by one of the following: 1.
  • Professional registration of licensure- Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico.
  • Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration.
  • For example, an applicant who attains registration through a State Board's eminence provision as a manufacturing engineer typically would be rated eligible only for manufacturing engineering positions. 2.
  • Written test- Evidence of having successfully passed the Fundamentals of Engineering (FE) examination, or any other written test required for professional registration by an engineering licensure board in the various States, the District of Columbia, Guam, and Puerto Rico. 3.
  • Specified academic courses- Successful completion of at least 60 semester hours of courses in physical, mathematical, and engineering sciences and that included the courses specified in the basic requirements under paragraph A.
  • The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A. 4.
  • Ordinarily there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions.
  • Education completed in foreign colleges or universities may be used to meet the above requirements provided you can show foreign education is comparable to that received in an accredited educational institution in the United States.
