About the Role

This position is located in the National Oceanic and Atmospheric Administration (NOAA), National Marine Fisheries Service (NMFS). Vacancies may be available in each listed location. What You'll Do

  • This position is also announced under vacancy number NMFS-26-12993026-DE, which is open to all US Citizens or Nationals.

  • As a Facility Operations Specialist, you will perform the following duties: Provide technical oversight and coordination of facility operations, maintenance, and repair activities for laboratory, office, and research facilities.
  • Ensure the reliable operation of building systems including Heating, Ventilation, and Air Conditioning (HVAC), building access and security systems, electrical distribution, plumbing, seawater systems, fire protection, backup power generation, and other critical infrastructure supporting scientific research missions.
  • Serve as project manager for facility-related contracts, construction projects, and maintenance programs.
  • Develop statements of work, independent government cost estimates, and acquisition packages.
  • Manage project budgets and expenditures, monitor contractor performance, coordinate procurement activities and ensure projects are completed within scope, schedule, budget, and applicable regulatory requirements.
  • Conduct facility assessments and manage compliance with federal, departmental, and agency requirements related to occupational safety, environmental compliance, energy management, property management, and infrastructure resilience.
  • Identify deficiencies, develop corrective actions, and provide recommendations to leadership regarding maintenance priorities, capital improvements, and risk mitigation strategies.

Requirements
