This Job Opportunity Announcement is recruiting for two Environmental Scientist, ZP-0401-3/4 positions and one Research Environmental Scientist, ZP-0401-4. These position are located in the National Oceanic and Atmospheric Administration (NOAA), National Ocean Service (NOS), National Centers for Coastal Ocean Science (NCCOS), with three total vacancies in Oxford, MD; Silver Spring, MD; Beaufort, NC; or Charleston, SC.
What You'll Do
- →As an Environmental Scientist or Research Environmental Scientist, duties may include one or more of the following, and are not limited to: Collect scientific data, analysis and management to inform agency decisions for mission needs.
- →Assists with application of knowledge of information management to evaluate and advise on the interpretation of scientific data.
- →Provide scientific expertise for planning, monitoring, data extraction and management and policy development.
- →Lead data extraction and system management to control the organization, storage, retrieval, security, and integrity of data.
- →Provide subject matter knowledge and demonstrate the ability to communicate information in plain language in order to assist team and agency leaders to effectively navigate data and data systems NOTE: These duties are described at the full performance level of the ZP-4; the ZP-3 is developmental leading to such performance.
- →These positions will be filled under the DOC Alternative Personnel System (CAPS).
- →Under CAPS, positions are classified by career, pay plan, and pay band.
- →The ZP-3 is equivalent to the GS-11/12.
- →The ZP-4 is equivalent to the GS-13/14.
- →The ZP-4 is the full performance level of the positions.

Requirements
- ✓Key Requirements: Applicants must be U.S.
- ✓Suitable for Federal employment, as determined by background investigation.

- ✓Must be registered for Selective Service, if applicable (www.sss.gov) Qualification requirements must be met by the closing date of the announcement.
- ✓Additional Considerations: A one year probationary period may be required for the Environmental Scientist, ZP-0401-3/4.
- ✓A three year probationary period may be required for the Research Environmental Scientist, ZP-0401-4.
- ✓Payment of relocation expenses (PCS) is not authorized.
- ✓These positions require a Low Risk Security Clearance.
- ✓Background investigation will be required.
- ✓Continued employment is subject to applicant's successful completion of security investigation and favorable adjudication.
- ✓Failure to successfully meet these requirements will be grounds for termination.
- ✓Any selections made under this notice will be processed as new appointments to the civil service.
- ✓Therefore, Current Federal employees would be given new appointments to the civil service and may have to serve a new probationary period under CFR 315.802 (b).
- ✓NOTE: A one year or a three year probationary period will be required under the Direct Hire Authority unless you are a current Department of Commerce (including NOAA) employee; and are in the same line of work; have previously completed a probationary period; and with no more than a 30 day break in service.
