This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Positions of the DoD to recruit and appoint qualified candidates to positions in the competitive service. About the Position: Serves as an Engineering Technician responsible for performing a variety of office engineering duties in support of Construction Branch activities. Prepares and negotiates contract modifications. Work involves multimillion dollar, expenditures and accelerated construction schedules.
What You'll Do
- →Performs cost estimates, funding actions, construction progress reports, requests for contract modifications, reviewing contractors' submittals such as working schedules, disputes evaluation and coordinating field activities .
- →Reviews plans and specifications and determines accuracy of requirements in terms of materials and equipment, their current costs, and time schedules.
- →Analyzes contractor progress schedules to verify the need for time extensions to critical path activities related to modifications.
- →Conducts negotiations with contractors; primarily presidents, vice presidents and major suppliers which entails the responsibility for a decision rendered on behalf of the Government.
- →Advises field personnel and engineers on requirements for contract modifications.
- →Orients contractors' representatives in procedural requirements for contract modifications.
- →Evaluates contractor disputes through schedule analysis and contract interpretation then drafts related findings of fact in concert with Office of Counsel for the Contracting Officer to issue a decision.
