This position is part of the Warfare Centers Personnel Demonstration Project. The ND-5 pay band encompasses positions equivalent to GS-14 and GS-15. You will serve as an Office of Naval Research (ONR) Program Officer in the Integrated Engagement Systems Department, Advanced Hypersonic Weapons & Guided Munitions Division (Code E20) of the Naval Surface Warfare Center Dahlgren Division.
What You'll Do
- →You will be responsible for the technical execution of projects within your portfolio from a cost, schedule, and performance standpoint.
- →You will propose Tech Candidates, Future Naval Capabilities (FNCs), and Innovative Naval Prototypes (INPs) project ideas to advance fire control and effector technologies advancing the layered defense of surface combatants and expeditionary forces.
- →You will participate in and provide inputs to the Planning, Programming, Budgeting, and Execution (PPBE) process for the Precision Fire Control and Low-Cost Interceptor portfolio.
- →You will manage successful project execution across an array of performing activities, including government organizations (e.g., NAVSEA HQ, Warfare Centers, and service labs) and contractors, including oversight of multiple vendors.
- →You will lead the review and approval of project deliverables from performing activities.
- →You will communicate technically and lead interactions with other stakeholder agencies (i.e.
- →OPNAV, other NAVSEA and OSD agencies and Program Offices) informing those organizations of development efforts occurring within your portfolio.
- →You will participate in risk management activities for the portfolio.
- →You will coordinate and consult with sponsors such as PAE Munitions, PAE RAS, and OSW Research and Engineering in the planning for the transition of Precision Fire Control and Low-Cost Interceptor technologies.
- →You will coordinate with other ONR Code 35 Program Officers to ensure continuous alignment across the directorate with all legislative and regulatory requirements.
- →You will develop and deliver project briefings to a wide audience including General Officer/Flag Officer/SES personnel.
Requirements

- ✓OPM guidance indicates that there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience.
- ✓At least 3 of these 24 semester hours must have been in calculus; OR 1520-Mathematics Series: A degree in mathematics; or a combination of education and experience - courses equivalent to a major in mathematics (including at least 24 semester hours in mathematics), plus appropriate experience or additional education.
- ✓The total coursework described above must have included differential and integral calculus and, in addition, four advanced mathematics courses requiring calculus or equivalent mathematics courses as a prerequisite; OR 1550-Computer Science Series: A degree in computer science; or a degree with at least 30 semester hours in a combination of mathematics, statistics, and computer science.
- ✓At least 15 of these 30 semester hours must have been in a combination of statistics and mathematics that included differential and integral calculus.
