You will serve as a Senior Strategist in the Strategic Planning Office of NAVUNSEAWARCENDIV NEWPORT RI. Per 5CFR 335.103c.(3)(v), this is a non-competitive reassignment opportunity open to those qualified who hold (or have held) a position equivalent to ND-05 (GS-14/15 equivalent) on a permanent basis in the competitive service. This position is part of the Warfare Centers Personnel Demonstration Project. The ND-5 pay band encompasses positions equivalent to GS-14 and GS-15.
What You'll Do
- →You will serve as a senior strategist responsible for leading strategic and business planning activities.
- →You will be responsible for assessing the external landscape and external engagement activities.
- →You will maintain a regular drumbeat with the Business Director and Division leadership to keep abreast of current Navy priorities.
- →You will facilitate periodic discussions with internal and external leadership to share information on warfighter challenges.
- →You will analyze/assess organizational data to identify trends, anomalies to develop recommendations for leadership.
- →You will participate in the development, modification and implementation of Division guidance including short and long term strategies to align with higher level DoW guidance.
- →You will identify gaps and shortfalls based on current and projected mission requirements, associated capabilities, and current program strategies and develop mitigation stratgies.
- →You will analyze/assess organizational data to identify trends, anomalies, and develop recommendations for leadership.
Requirements
- ✓Applicants must meet the following basic education requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual: Successful completion of a professional engineering degree.
- ✓Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position.
- ✓OR Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico.

- ✓OR Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and in engineering that included the courses specified in the basic requirements under paragraph A (above).
- ✓Ordinarily, there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions.
