This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service. About the Position: Develops engineering cost estimates for large and complex military and civil projects. Command is anticipating relocating from 26 Federal Plaza, New York, NY to a new site in Newark NJ, Hoboken NJ, or Jersey City NJ; however, the final duty station is still to be determined.
What You'll Do
- →Develops detailed cost estimates from construction contractor's viewpoint requiring a careful analysis and comprehensive evaluation of numerous factors under differing and complicating circumstances.
- →Considers the nature, type, and location of project which impacts labor market and costs, contractor availability, productivity, special skills, specialized equipment and testing requirements.
- →Provides detailed instructions, procedures, format, and guidance to A/E firms for preparation of estimates.
- →Reviews A/E estimates.
- →From final plans and specifications, prepares engineering cost estimates for competitive bidding or negotiation.
- →Coordinates cost estimating work with other technical sections, Engineering branches, Construction, Contracting, Planning, Operations and Readiness, Programs and Project Management and Real Estate Divisions.
- →Prepares initial estimates for use in developing conceptual proposals, planning alternatives, preliminary designs, additive bid items, modifications, claims, negotiations, awards, terminations,8(a) unique contract actions.
- →Attends planning conferences with other agencies in order to render advice and assistance in the preparation of their construction program by providing designated cost data pertinent thereto.
- →Provides cost expertise on complex contractor claims and furnishes cost estimates resulting from contract modifications, change orders, etc., for use in construction contractor negotiations.
- →Investigate and recommends cost effective changes to features of work.
- →Assists Contracting Division by negotiating construction portions of contracts with SBA 8(a) firms and prepares technical analysis and appropriate correspondence.
Requirements
- ✓In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: Specialized Experience GS-07: One year of specialized experience which includes: 1) assisting in gathering technical or financial data; 2) reading of engineering/architectural plans, and 3) participating in team meetings and discussions.
- ✓This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-05).
- ✓OR Education: One full year of graduate level education in Engineering or Architecture which demonstrates the knowledge, skills, and abilities necessary to do the work of the position.
- ✓OR Superior Academic Achievement: In order to be creditable under this provision, Superior Academic Achievement must have been gained in a curriculum that is qualifying for the position to be filled, such as that identified in Education above.
- ✓OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%.
- ✓To compute the percentage of the requirements, divide your total months of experience by 12.
- ✓Then divide the total number of completed graduate semester hours (or equivalent) by 18.
- ✓Add the two percentages.
- ✓Specialized Experience GS-09: One year of specialized experience which includes 1) assisting senior cost engineers in developing construction cost estimates; and 2) assisting in quantity take-offs for the development of cost estimates.
- ✓This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07).
- ✓OR Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in Engineering or Architecture field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position.
- ✓OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%.
- ✓To compute the percentage of the requirements, divide your total months of experience by 12.
- ✓Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18.
