About the Role
This position is located in the Department of Health & Human Services (HHS), Centers for Medicare & Medicaid Services (CMS), Office of Acquisition and Grants Management (OAGM), Acquisition and Grants Group (AGG) and the Acquisition Support Group (ASG). As a Supervisory Contract Specialist, GS-1102-15, you will serve as a Division Director responsible for first-line supervision of contracting officers and contract specialists.
What You'll Do
- →Ensures the Agency's contracting activities operate effectively and efficiently and are managed in accordance with the appropriate contracting regulations and policies.
- →Monitors all contract administration, including deliverables and monthly financial progress reviews within the Division.
- →Resolves work problems between staff within division and external to division.
- →Works closely with OAGM senior management to perform long range planning and address all procurement needs with consideration of resources (budget and manpower), political ramifications, risk factors and time constraints.
- →Uses expertise in review and evaluation of contracting knowledge to oversee and direct the solicitation, analysis and negotiation of new and existing proposals prepared by subordinate team members.
Requirements
- ✓Education Requirement: In addition to meeting the qualification requirements, all candidates must have the following educational requirements: A.
- ✓Completion of a FAC-C Professional certificate (Formerly known as FAC-C Level I, II or III), including at least 4-years experience in contracting or related positions.
- ✓At least 1 year of that experience must have been specialized experience at or equivalent to work at the next lower level of the position, and must have provided the knowledge, skills, and abilities to perform successfully the work of the position.
- ✓(Note: Certification is required at the time of application.) AND B.
- ✓A 4-year course of study leading to a bachelor's degree, that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.
- ✓(Note: Transcripts must be submitted at the time of application.) - OR - C.
- ✓Exceptions: Employees in GS-1102 positions will be considered to have met the standard for positions they occupy on January 1, 2000.
- ✓This also applies to positions at the same grade in the same agency or other agencies if the specialized experience requirements are met.
- ✓However, they will have to meet the basic requirements and specialized experience requirements in order to qualify for promotion to a higher grade (Note: Documentation required at time of application.)
