You will serve as principal advisor for Pacific Shipyard Construction and as Naval Facilities Engineering Systems Command (NAVFACSYSCOM) foremost technical authority and integration expert for shipyard modernization. You will provide authoritative independent advice to senior Navy leadership to accelerate delivery of shipyard infrastructure at the speed of relevance in support of Navy's acquisition reform initiative.
What You'll Do
- →You will directly support execution of the Shipyard Infrastructure Optimization Program (SIOP) within the pacific region, modernizing critical shipyard infrastructure essential to fleet readiness.
- →You will provide expert guidance on execution of complex construction projects within active shipyards, ensure alignment of construction strategies, industrial processes and project sequencing to accelerate delivery.
- →You will evaluate construction techniques, fabrication processes, and execution approaches to identify opportunities for improved efficiency, reduced risk, and adoption of commercial best practices.
- →You will serve as lead technical advisor for integrating industrial plant equipment with infrastructure upgrades, to ensure optimized operational capability and alignment with mission requirements.
- →You will conduct independent analysis of execution risks, including schedule delays, cost impacts, and operational constraints, and provide recommendation to improve predictability and performance.
- →You will provide expert interpretation of applicable policies, standards, and requirements, (e.g., UFC, OSHA,) to ensure compliance while identifying opportunities to streamline processes and enhance delivery timelines.
Requirements
- ✓Applicants must meet the following Basic Requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual: For 0801 Professional Engineering Series: A.
- ✓Degree: Engineering.
- ✓Successful completion of a bachelor's or higher engineering degree from an accredited college or university.
- ✓Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position. -or- B.
- ✓Combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering.
- ✓The adequacy of such background must be demonstrated by one of the following: (I) Professional registration or licensure -- Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico.
- ✓Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration.
- ✓Ordinarily there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions.
