- →As the Director, Data Sharing & Protection you will provide executive oversight responsible for ensuring IRS implements sound policies designed to protect taxpayer and employee privacy.
- →The executive is the IRS expert on privacy protection and consolidates diverse inter-functional activities relating to that protection.
- →The executive is responsible for establishing IRS strategic direction regarding privacy policy and promotes consistent implementation of privacy policies and legal requirements throughout the IRS.
- →The executive is also responsible for overseeing the implementation of policies and procedures to manage and safeguard IRS information, partnering with Federal, state, and local governmental agencies to safely and responsibly share data to promote tax administration.
- →The Director Data Sharing and Protection performs the following duties and responsibilities: Serves as the principal advisor to senior IRS leadership on privacy, data protection, safeguarding, and information-sharing matters and establishes enterprise-wide strategies, policies, governance frameworks, and performance measures supporting IRS mission objectives.
- →Establishes and directs Servicewide privacy, data protection, and information governance strategies to ensure compliance with statutory, regulatory, and policy requirements while supporting modernization and digital transformation initiatives.
- →Establishes enterprise strategy and governance for data sharing, safeguarding, and protection of Federal Tax Information, ensuring responsible information exchange among authorized governmental partners and compliance with applicable legal requirements.
- →Examines legislative, regulatory, and policy developments affecting privacy, disclosure, safeguarding, and information protection; formulates IRS positions; and advises senior leadership on emerging risks, opportunities, and strategic implications.
- →Directs enterprise engagement with Federal, state, local, tribal, and private-sector partners to advance governmental liaison, data-sharing, safeguarding, and information protection objectives.
- →Collaborates with IRS Information Technology to support critical infrastructure improvements and enhance the protection of these systems from unauthorized access and exploitation.
- →Ensures data exchange partners meet these same critical standards.
- →Directs enterprise privacy risk management and incident response programs, including identification of systemic vulnerabilities, oversight of privacy controls, implementation of corrective actions, and executive leadership during significant privacy and data protection incidents.
- →Provides executive leadership for integrating privacy, safeguarding, and information protection requirements into emerging technologies, digital services, enterprise systems, artificial intelligence initiatives, and modernization programs.
Requirements
- ✓Citizenship is required.
- ✓Be geographically mobile to accomplish the Service's mission.
- ✓Complete a one-year SES probationary period, if not previously completed.
- ✓Certify you have registered with the Selective Service System if you are a male applicant born after December 31, 1959, or certify you are exempt from having to do so.
- ✓Complete a OF-306, Declaration for Federal Employment, to determine your suitability for Federal employment, at the time requested by the agency.
- ✓Have your salary sent to a financial institution of your choice by Direct Deposit/Electronic Funds Transfer.
- ✓Provide information to successfully complete a background investigation.
- ✓Applicants must have a successfully adjudicated FBI criminal history record check (fingerprint check) and a NACI or equivalent.
- ✓Go through a Personal Identity Verification (PIV) process that requires two forms of identification as listed on Form I-9 (http://www.uscis.gov/files/form/I-9_IFR_02-02-09.pdf); of which one must be a valid state or federal government-issued picture identification.
- ✓Federal law requires verification of the identity and employment eligibility of all new hires in the U.S.
- ✓Complete verification of identity and employment eligibility as required by Federal law for all persons hired to work in the United States.
- ✓The IRS participates in e-Verify (Employment Verification) and may provide information from your Form I-9 to the Social Security Administration (SSA) and/or the Department of Homeland Security (DHS) to secure a work authorization.
- ✓You will receive written instructions and contact information for SSA and DHS if this information cannot be confirmed.
- ✓File a Confidential Financial Disclosure Report (sf278) within 30 days of appointment and annually.
