What You'll Do

  • The Director, Data Oversight & Records serves as the IRS senior official for records management issues, protection of taxpayer and employee identities, and establishment of a Servicewide strategy for authentication and authorization needs that ensures a secure environment for taxpayers to interact with the IRS.
  • The Director advises IRS senior leadership on the adequacy of documentation and creation and management of agency records, keeping senior management informed on current and projected operational requirements, issues, legislative, and regulatory matters.
  • The Director Data Oversight & Records performs the following duties and responsibilities: Serves as the principal executive advisor to the Chief Privacy Officer, Commissioner/Chief Executive Officer, and senior IRS leadership on enterprise information governance, records management, identity assurance, data protection, and related strategic risks.
  • Directs the development, implementation, and continuous modernization of Servicewide records management, taxpayer authentication, authorization, and access policies in accordance with Congressional mandates, NARA requirements, federal regulations, and strategic business priorities.
  • Collaborates with IRS Information Technology to support critical infrastructure improvements and enhance the protection of these systems from unauthorized access and exploitation.
  • Directs the establishment, implementation, and oversight of enterprise controls, administrative processes, and technology capabilities necessary to safeguard records and information assets, ensure records management requirements are integrated into enterprise architecture and information systems, and promote effective business management practices.
  • Represents the IRS before Treasury, OMB, Congress, NARA, oversight organizations, the media, and other governmental and private-sector entities.
  • Establishes strategic partnerships and collaborative relationships that advance records management, information governance, and identity assurance objectives and influence government-wide policy, regulatory compliance, and best practices.
  • Leads a geographically dispersed organization of senior leaders, managers and technical professionals, fostering a high-performance culture characterized by accountability, innovation, collaboration, inclusion, and continuous improvement.
  • Leads enterprise governance activities and cross-functional initiatives to identify opportunities for modernization, process improvement, technology investment, and enhanced protection of taxpayer and employee information.
  • Ensures privacy, records management, and identity protection requirements are incorporated into capital planning and technology governance processes.
  • Directs the development, establishes, maintains, and monitors effective systems of administrative control for safeguarding all records and deployment of state-of-the-art information technology techniques and modern business management practices.
  • Oversees examination of legislative and other initiatives proposed by Congress, other agencies and the public and formulates IRS's position regarding records/information relating to or impacted by such initiatives.

Requirements

  • Citizenship is required.
  • Be geographically mobile to accomplish the Service's mission.
  • Complete a one-year SES probationary period, if not previously completed.
  • Certify you have registered with the Selective Service System if you are a male applicant born after December 31, 1959, or certify you are exempt from having to do so.
  • Complete a OF-306, Declaration for Federal Employment, to determine your suitability for Federal employment, at the time requested by the agency.
  • Have your salary sent to a financial institution of your choice by Direct Deposit/Electronic Funds Transfer.
  • Provide information to successfully complete a background investigation.
  • Applicants must have a successfully adjudicated FBI criminal history record check (fingerprint check) and a NACI or equivalent.
  • Go through a Personal Identity Verification (PIV) process that requires two forms of identification as listed on Form I-9 (http://www.uscis.gov/files/form/I-9_IFR_02-02-09.pdf); of which one must be a valid state or federal government-issued picture identification.
  • Federal law requires verification of the identity and employment eligibility of all new hires in the U.S.
  • Complete verification of identity and employment eligibility as required by Federal law for all persons hired to work in the United States.
  • The IRS participates in e-Verify (Employment Verification) and may provide information from your Form I-9 to the Social Security Administration (SSA) and/or the Department of Homeland Security (DHS) to secure a work authorization.
  • You will receive written instructions and contact information for SSA and DHS if this information cannot be confirmed.
  • File a Confidential Financial Disclosure Report (sf278) within 30 days of appointment and annually.
