About the Role

This Senior Executive Service (SES) position is in the Office of Land and Emergency Management, Office of Resource Conservation and Recovery, Analysis and Information Division. About OLEM. This is an office-centered position--you must physically report to the duty station stated in this announcement on a regular basis.

What You'll Do

  • The Analysis and Information Division (AID) serves as the principal source of advice for regulatory management, policy evaluation and development, coordination of cross media initiatives and related review functions.
  • They support the development and review of Office of Land and Emergency Management (OLEM) and other EPA offices' regulatory packages, assure compliance with relevant procedures and Executive Orders, manage and track regulations, and prepare required planning and status reports.
  • AID serves as the liaison with the Office of Management and Budget, negotiating the applicability of review requirements and securing clearances as necessary for the Office of Land and Emergency Management's regulations and policies and serves as OLEM's representative on Agency-wide regulatory management matters.
  • AID coordinates with the OLEM immediate office on budget, communications, contract management and personnel support for the Office of Resource Conservation and Recovery (ORCR).
  • The Analysis and Information Division coordinates development and annual update of the ORCR programs' contribution to the Agency's Strategic Plan, coordinating program management efforts, and formulating and executing the ORCR budget.
  • Additionally, they provide risk analysis, research support, and economics support including providing detailed assessments of the costs, benefits, cost-effectiveness, and, where appropriate, life cycle impact assessments in support of the Office of Resource Conservation and Recovery's non-regulatory activities, major policies, and legislative proposals under consideration.
  • AID is also responsible for the collection and expert analysis of data relating to agency implementation of the Resource Conservation and Recovery Act (RCRA) and for developing and managing a national data system for RCRA and Polychlorinated Biphenyl (PCB) waste information (RCRAInfo), and electronic manifests for RCRA waste.
  • Specific duties of the position include, but are not limited to: Planning, developing, organizing, directing and implementing several major programs for which the incumbent is assigned Agency-wide responsibility.
  • Assessing needs, defining goals, developing program plans, establishing AID's organizational structure, delegating authority and responsibility, and establishing overall operating policies, priorities, and procedures.
  • Coordinating AID activites with internal and external stakeholders concerned with matters pertaining to AID responsibilities or programs.
  • Ensuring that extramural resources, both procurement (contracts) and assistance (grants, cooperative agreements and interagency agreements) are efficiently and appropriately managed to maximize use of the Agency's resources.
  • Supervising a large staff of employees organized into units headed by subordinate managers and supervisors.

Requirements

  • You must be a U.S.
  • If you are selected, you must complete a 1-year SES probationary period, if not previously completed.
  • The Ethics in Government Act, P.L. 95-521, requires the applicant selected for this position to submit a financial disclosure statement, OGE-278, prior to assuming the SES position, annually, and upon termination of employment.
