About the Role
The Policy & Capabilities (PC) Directorate ensures the IC is best postured for the threats and challenges of an uncertain future, through strategy, policy, and capabilities development. PC is comprised of the Strategic Capabilities Office (SCO) and Policy Strategy and Accountability (PSA) Office.
What You'll Do
- →ODNI's Policy and Capabilities (P&C) Directorate is squarely focused on winning the geostrategic competition to secure America's future.
- →P&C establishes the IC's strategic roadmap, develops requisite IC policies, and drives technology capabilities in alignment with national priorities.
- →Within P&C, the Strategic Capabilities Office (SCO) leads DNI-directed, results-oriented campaigns in key contested areas, including Mission Artificial Intelligence (AI), Advanced Compute, and Space & Sensors.
- →These campaigns run from 18-36 months and are focused on establishing multi-agency capabilities that will transform the intelligence community (IC).
- →The Advanced Compute Campaign is being established to close the loop between secure silicon manufacturing, compute infrastructure deployment, and national-level investment planning.
- →The Director of the Advanced Compute Campaign will lead the integration of advanced semiconductor strategy, secure compute infrastructure, and long-term investment planning across the national security enterprise.
- →This position will play a central role in shaping the future of the United States national security compute enterprise and ensuring the nation maintains strategic advantage in advanced computing infrastructure, semiconductor capabilities, and AI-enabled operations.
- →Build and lead a high-performing interdisciplinary team spanning semiconductor strategy, infrastructure architecture, AI/HPC compute systems, investment analysis, and national security policy.
- →Develop and execute a national security compute strategy connecting mission demand signals to domestic semiconductor manufacturing capacity and infrastructure deployment priorities.
- →Lead engagement with the domestic foundry ecosystem, hyperscalers, semiconductor firms, AI/HPC infrastructure providers, and defense technology companies.
- →Oversee development of a compute demand model capable of informing budget decisions, infrastructure planning, procurement strategies, and industrial base investments.
- →Lead deployment and scaling of edge-to-core compute reference architectures supporting AI-enabled mission systems.
- →Establish and drive adoption of compute portability and interoperability standards across national security compute investments.
- →Assist in representing ODNI priorities and perspectives to Congress, OMB, NSC, industry partners, and senior Executive Branch leadership.
Requirements
- ✓You must be registered for the Selective Service, if applicable.
- ✓You must be a U.S. citizen and at least 18 years of age.
- ✓You must be willing to move to the Washington Metropolitan Area (WMA).
- ✓You must successfully complete a medical and psychological exam, a polygraph interview, and a comprehensive background investigation.
- ✓PROBATIONARY & TRIAL PERIODS Employees newly appointed to the Senior National Intelligence Service (SNIS) are subject to a twelve (12)-month probationary period to assess their ability to perform assigned duties and responsibilities at a level of excellence expected of a senior executive.
- ✓For permanent employees newly hired into the ODNI, the probationary period will run concurrently with the first twelve (12) months of a new employee's two (2)-year trial period.
- ✓EXECUTIVE CORE QUALIFICATIONS (ECQs) To meet the minimum qualification requirements for this position, you must show that you possess the five Executive Core Qualifications (ECQs) and the Intelligence Community Senior Officer Core Qualification (ICSOCQ) in your resume.
