About the Role

The position is located within the Acquisition and Grants Office, whose mission is to provide policy guidance and program support to NOAA components nationwide, supporting the broader strategic goals of the Department and NOAA. In this role, the incumbent is responsible for providing guidance and staff support to NOAA management in the areas of acquisition and financial assistance. The position reports directly to the Deputy Under Secretary for Operations.

What You'll Do

  • The incumbent provides guidance and staff support to NOAA management in the areas of acquisition and financial assistance.
  • Specifically, the incumbent provides direction and supervision to the organizations within the Acquisition and Grants Office and provides policy to NOAA management and subordinate organizations in the areas of acquisition and financial assistance.
  • He/she is the primary grants and acquisition advisor to the NOAA Under Secretary and Deputy Under Secretary, and is the technical expert on all such matters relating to the operations of NOAA.
  • He/she is responsible for establishing policies to govern the development, management, administration, and coordination of NOAA's overall grants and acquisition management processes, all while overseeing a $40 million budget.

Requirements

  • Senior Executive Service employees are subject to a one year probationary period (unless already completed).
  • Complete a Declaration for Federal Employment to determine your suitability for Federal employment, at the time requested by the agency.

  • May be subject to pre-employment and random drug tests.
  • File a Public Financial Disclosure Report OGE-278e within 30 days of appointment and annually from then on.
  • You may be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty.
  • Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position requires a Top Secret clearance.
  • There are three key documents that contain important information about your rights and obligations.
  • Completion of all mandatory training prescribed by the head of the agency for progression to GS-13 or higher level contracting positions, including at least 4 years of experience in contracting or related positions.
  • At least 1 year of that experience must have been specialized experience at or equivalent to work at the next lower level of the position, and must have provided the knowledge, skills, and abilities to perform successfully the work of the position. and B.
  • A 4-year course of study leading to a bachelor's degree, that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.
