About the Role

The Kansas City Field Office (KCFO) is an organization within the U.S Department of Energy's National Nuclear Security Administration (NNSA) with responsibility to provide direction, oversight, and performance evaluation of the Management and Operating (M&O) contractor at the Kansas City National Security Campus (KCNSC).

What You'll Do

  • As the Deputy Manager Kansas City Field Office you will have the following duties: Provides overall executive management of the Kansas City Field Office federal staff in executing their assigned roles, responsibilities, authorities, and accountabilities.
  • Oversees the plant management and operations of NNSA infrastructure and facilities, directs the plant to prepare site-specific plans, and participates as the federal representative in the development of the facilities and infrastructure recapitalization program.
  • Manages and administers contracts, through properly credentialed Contracting Officers (CO) and delegated Contracting Officer Representative (COR) authorities at the Field Office to direct, oversee, and evaluate the work of M&O and other assigned contracts.
  • Oversees implementation of environmental, safety, and health programs at the plant/sites.
  • Oversees and approves as required by DOE orders/delegated authorities the M&O's plans required to manage and implement the Safeguards and Security Program at the site.
  • Directs Emergency Management and Response for the Field Office.
  • Utilizes NNSA finance and accounting programs to ensure the use of proper oversight and controls at the both the Field Office and within the M&O.
  • Ensures Legacy Management activities associated with past operations in the Kansas City area are conducted in accordance with federal and agency regulations.
  • Provides Executive leadership and oversight of M&O and federal long-term capacity planning and execution as weapon program forecasts change over time; to include land, facilities, equipment, and human resource needs.

Requirements

  • CONDITIONS OF EMPLOYMENT FOR THIS VACANCY: This is a career position in the SES.
  • Unless the selectee is already a member of the SES with career status or are a graduate of an Office of Personnel Management (OPM) certified SES Candidate Development Program, your executive qualifications must be assessed and approved by OPM before you can be hired.
  • HOMELAND SECURITY PRESIDENTIAL DIRECTIVE (HSPD-12): A selectee's appointment is contingent upon compliance with Homeland Security Presidential Directive (HSPD-12) governing personal identity.
  • May be required to pass a pre-employment drug test, random testing after appointment.
  • PUBLIC FINANCIAL DISCLOSURE REPORT (OGE 278): If you are selected for this position, will be required to file this report prior to entry on duty in accordance with the Ethics of Government Act of 1978.
  • PROBATIONARY PERIOD: You may be required to complete a one-year SES probationary period.
  • Probationary periods are required for new employees appointed to a Senior Executive Service (SES) position for the first time.
  • Employees serving on probationary period may be terminated at any time during the probationary for performance, conduct, or business-related reasons in the interest of Federal service.
  • SELECTIVE SERVICE: If you are a male applicant born after December 31, 1959, certify that you have registered with the Selective Service System or are exempt from having to do so.
  • SECURITY CLEARANCE: Must be able to obtain and maintain a DOE Q security clearance.
  • DRUG TESTING: Subject to pre-employment/pre-appointment testing for illegal drug use under the U.S.
  • Department of Energy Employee Drug Plan.
  • If you are selected you will be provided information regarding drug testing.
  • Failure to undergo testing or positive findings resulting from the test will eliminate you from further consideration for this position.
