About the Role

The position is located within the U.S. Department of Justice, Justice Management Division. The Director, Office of Human Capital, serves as DOJ's senior executive for human capital policy and workforce governance, providing strategic leadership and oversight of Department-wide human capital programs and advising senior leadership on workforce strategy and compliance.

What You'll Do

  • The incumbent sets the vision, policy direction, and accountability framework for DOJ human capital management and serves as the senior executive advisor to the Director, OHC, on all workforce matters.
  • The Department of Justice Deputy Director, Office of Human Capital (OHC), reports to and will assist the Director OHC; an SES position, sharing the full scope of program duties with every facet of human capital management.
  • Primary Responsibilities include but are not limited to: Enterprise Human Capital Governance: Direct the formulation, coordination, and oversight of Department-wide human capital (hc) policies, regulations, programs, and systems.
  • Establish binding standards for staffing, classification, executive resources, employee and labor relations, learning and development, and human capital accountability.
  • Executive Workforce Leadership: Lead the Human Capital Executive Committee, comprised of DOJ component HC leaders, to ensure consistent implementation of Department-wide policies.
  • Set strategic priorities for workforce planning, talent acquisition, succession planning, and leadership development.
  • Policy Authority & Compliance: Ensure Department compliance with civil service laws, merit system principles, OPM regulations, and Executive Orders.
  • Direct the human capital accountability program, conduct compliance reviews, and require corrective actions where necessary.
  • Strategic Human Capital Planning: In coordination with the CHCO, direct the Department's Human Capital Strategic Plan, aligning workforce strategies with mission requirements and Administration priorities.
  • Integrate human capital strategy with other executive management functions and lines of business.
  • Interagency Leadership & Representation: Represent the Department in engagements with OPM and the Deputy CHCO Council.
  • Participate in government-wide human capital policy deliberations and reform initiatives.
  • Advisory & Executive Counsel: Serve as a principal advisor to the CHCO, AAG/A, and other senior leadership officials on workforce risks, policy options, organizational design, and long-range strategic workforce issues.

Requirements

  • Conditions of Employment: You must be a United States Citizen or National.
  • Veterans' preference is not applicable to the Senior Executive Service.
  • Selective Service registration is required for males born on, or after, December 31st, 1959.
  • Those not registered should have an approved exemption on file.
  • You will be required to complete a pre-employment security investigation and background check for the security level designated for this position.
  • You will be required to undergo a drug screening and obtain favorable results prior to being appointed.
  • You may be subject to a one-year probationary period effective from the date in which you are appointed.
  • This position requires you to submit a Public Financial Disclosure Report (OGE 278) upon entry, and annually thereafter in accordance with DOJ and Federal ethics guidelines.
  • You must meet all minimum qualifications to be deemed eligible.
  • Only experience obtained by closing date of this announcement will be considered.
  • As a basic requirement for entry into the SES, applicants must provide evidence of progressively responsible leadership experience that is indicative of senior executive level management capability and directly related to the skills and abilities outlined under the Mandatory Technical Qualifications and Executive Core Qualifications.
  • For this 0201 occupational series, in Accordance with the Office of Personnel Management (OPM) Qualifications Standards, this position does not have a positive educational requirement.
