The Deputy Assistant Administrator for the Office of Resource Management provides management direction and oversight for agency-wide budget planning, formulation, and execution, as well as managing the agency's Table of Organization (TO) and conducting management and program analysis functions.
What You'll Do
- →Plans, develops, and implements agency-wide programs and activities on all resource-related activities, both budgetary and TO-related.
- →Directs the preparation, presentation and defense of major budget submissions encompassing appropriations totaling over $2.5 billion and Asset Forfeiture Fund sources of approximately $200 million.
- →Manages all aspects of agency-wide planning, formulation, and execution of the approved annual operating budget.
- →Serves as the agency's program manager for the Government Performance and Results Act (GPRA); establishes mission and operational program liaison, training, studies and implementation of GPRA elements and principles driving program delivery efficiencies and positive returns on investments.
- →Fosters and maintains positive working relationships with various intra-Department coordinating bodies, such as the Working Capital Fund Board of Directors.
- →Represents DEA in direct negotiations with various Appropriations Committee Staff, the Office of National Drug Control Policy (ONDCP), the Office of Management and Budget (OMB), and senior Department officials.
- →Serves as principal point-of-contact on agency-wide resource matters, and prepares and presents formal briefings to the Administrator, DEA senior executives, and to the Department of Justice (DOJ).
- →Advises the Administrator, Chief Financial Officer and other senior DEA managers on financial resources; purpose, time, and amount.
- →Provides information, guidance, and advice relative to their dealings with DOJ, other Executive Branch entities, and with the Congress, and prepares testimony for their use in appearances before Congressional Committees and Sub-committees.
- →Works closely with DEA managers, DOJ, OMB, and other agency personnel to achieve efficient control and optimization of diverse budget resources and organizational operations.
- →Conducts formal and informal reviews of funds allocation to all agency Divisions and Offices.
- →Redirects and reallocates resources as appropriate during the fiscal year optimizing resource availability.
- →As needed, formulates and coordinates reprogramming requests with DEA Executive Staff, DOJ, OMB, and the Congress.
- →Serves as the agency's expert on appropriations law, budget policy, and departmental policies and procedures for managing resources.
Requirements
- ✓Education: All academic degrees and coursework must be from accredited or pre-accredited institutions.
- ✓There is no mandatory educational requirement for SES 0560, Budget Analyst but DEA's preference is a candidate who possess and advanced degree in a discipline aligned with federal financial Management, such as Public Administration, Public Policy, Business Administration, Finance, Accounting, Economics, or closely related field.
