About the Role

This vacancy is for a GS-1102-13, Contract Specialist located in the Department of Homeland Security, U.S. Coast Guard, COMMERCIAL SUPPORT SERVICES SECTION A -LOG-931 in NORFOLK, Virginia.

What You'll Do

  • You will serve as a Contract Specialist and be responsible for procurement to support LOG- 9 in all areas of responsibility, including but not limited to the acquisition of supplies, services, minor construction and emergency and contingency response to procure any commodity slash service required to support the AOR.
  • Being a Coast Guard civilian makes you a valuable member of the Coast Guard team.
  • Typical work assignments include: Performs procurement planning, develops program objectives for competition and price range, and prepares and maintains current acquisition plans, appropriate milestone charts, and related schedules.
  • Articulates and communicates the assignment to the team, identifies, distributes, and balances workload and tasks among employees, and monitors and reports on the status and progress of work.
  • Performs contract administration, with responsibilities typically including incremental funding, preparation of rate and cost adjustments, redirection of effort, and contract closeout.
  • Serves as the lead negotiator, plans the negotiation strategy, coordinates the strategy with the negotiation team, leads the negotiations, and awards the contract.
  • Performs detailed analyses of all elements of cost in contractor proposals, makes competitive range determinations, and conducts preproposal conference(s).
  • Mandatory training is required which must be successfully completed and other training may occur as necessary for success in the position.
  • Federal Acquisition Certification for Contracting Professional (FAC-C Professional) or management determined equivalent within two years of entry into the position.
