About the Role
*** Guam is designated as a medically underserved area. Military medical facilities offer space-available primary and limited specialty medical care; however, services are not guaranteed. *** You will serve as a CONTRACT SPECIALIST in the Acquisition Division of NAVAL FACILITIES ENG COMMAND MARIANAS. This position is also subject to a Cost of Living Allowance (COLA) currently set at 11.88%. COLA is subject to change without notice.
What You'll Do
- →You will serve as technical authority on the acceptability and applicability of contractual matters related to the program.
- →You will review procurement requests to assure clarity, adequacy and completeness.
- →You will prepare contracts and contract specifications for development, demonstration models, and/or preliminary design when new or untried concepts or techniques are involved.
- →You will monitor contractor technical performance over the life of the contracts.
- →You will perform a variety of computations relative to item costs, packing, packaging, specification requirements, delivery charges and transportation costs.
- →You will develop documentation and criteria to substantiate Government cost or negotiation positions.
- →You will interpret procurement regulations and policies for activity specialists.
- →You will review contracts, contracting plans, and contract changes for propriety of acquisition methods, contract type, and documentation.
Requirements
- ✓Applicants must meet the following Basic Education Requirement of the Department of Defense Qualification Standard for Contracting Positions: A bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees.
- ✓NOTE: The education requirement listed above applies only to individuals entering DoD GS-1102 positions on or after October 1, 2000.
- ✓Current civilian personnel in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000 are exempt from meeting this requirement.
- ✓Current military members who occupied a similar occupational specialty to the GS (or equivalent) 1102 or before September 30, 2000 are also exempt from meeting this requirement.
