This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service. About the Position: Journeyman level construction representative responsible for assigned function of surveillance, wide-scope monitoring, inspection of civil, mechanical, electrical and environmental components on projects related to Chief Joseph Dam and projects in the vicinity.
What You'll Do
- →Perform the full range of quality assurance functions associated with assigned projects.
- →Responsible for a variety of hydroelectric construction projects associated with power generation, flood control, and facility operation and maintenance.
- →Serves as team leader of lower graded Construction Representatives assigned day-to-day responsibilities on a project level.
- →Performs bid-ability, constructability, operability, environmental, and sustainability reviews of more complex plans and specifications.
- →Determines practicability of more difficult projects, from a construction viewpoint, whether physical obstructions or other construction difficulties, has been anticipated.
- →Ensure potential delays are documented in contractor daily quality control (QC) reports and addressed in daily quality assurance (QA) reports.
- →Observes and investigates construction at all stages to identify conformance and/or concerns.
- →Inspects contractor workmanship, equipment and materials to ensure compliance with contract requirements.
- →Provides advice regarding adaptations and/or recommends changes in design to cope with on-site conditions; contractor capabilities; and incomplete, or conflicting data resulting from marked variations in plans and specifications.
- →Coordinates unusually difficult construction operations with the operating project, contractors, and other stakeholders to manage plant outages and clearances for construction work Reviews as-built drawings, monthly at a minimum, to ensure changes in plans and specifications have been accurately noted.
- →Performs Clearance Holder (Principal Authorized Individual) responsibilities (High Energy Control Procedures (HECP) to include Lock-out/Tag-out (LOTO)) associated with de-energizing systems within the hydropower facilities.
- →Responsible for equipment valued at over $20M to include possible loss of power generation and up to 30 personnel working in the area clearances.
- →Write daily QA reports summarizing the contractors’ quality control and safety programs to include adherence to contract quality control and safety specifications.
