This position is located in Crater Lake National Park. The Concessions Management Specialist is a key member of the park's administrative team, overseeing the diverse portfolio of concession and commercial use operations that support visitor services at Crater Lake National Park. The specialist applies the full legal and policy framework for NPS commercial services to monitor daily operations, advise concessioners on requirements, and ensure ethical, compliant business practices.
What You'll Do
- →At the full performance level (GS-11) the major duties of this Concession Management Specialist position include, but are not limited to the following: Commercial services planning; preparing and updating contracts, operating plans, and prospectuses; and evaluating proposals for new or renewed visitor-service opportunities.
- →The specialist conducts on-site evaluations of concession facilities-such as lodging, food and beverage, retail, marina, transportation, and employee housing-to assess operational, maintenance, environmental, and risk-management compliance.
- →Analyzes financial, operational, and customer-service data; recommending rates and fees; and developing Annual Overall Ratings.
- →Provides customer service and technical guidance to park staff, concessioners, and the public; participates in negotiations; and collaborates with park divisions to align commercial services with broader priorities.
- →Supports asset management through condition assessments, data validation, and tracking of maintenance and reserve fund expenditures to ensure facilities meet NPS standards and support high-quality visitor experiences.
- →Physical Demands: Concession facilities include (but are not limited to) front and back of the house locations at hotels, commercial kitchens, restaurants, retail facilities, warehouses, employee housing, stable operations, marinas, and assigned landscapes.
- →While some work is performed in an office setting, the position requires familiarity with park resources and concession facilities and services which may include may require hiking on park backcountry trails, overnight stays in the backcountry which require carrying a heavy backpack, horseback riding, bicycling, rafting, extensive walking, etc.
- →There may be some requirements to travel on water vessels and small aircraft.
- →A current driver's license may be required.
- →Working Conditions: For work conducted in the office environment, the risks include those typically found in an office environment.
- →Normal safety precautions typical of such places should be observed (e.g., use of safe work practices with office equipment, avoidance of trips and falls,).
- →Travel within and away from the park area may be necessary and frequent in order to provide support for the program for the purpose of attending meetings, training programs, conferences, and site visits.
- →For work conducted in the field, the risks involve those typical for visitors of the Park, and may include confrontations with wildlife and exposure to the elements.
- →Depending on the Park, risks may involve those customary when working with or riding horses, being a passenger on a boat, working in and around historic structures, hiking on challenging terrain, and being a passenger or driver of a motor vehicle.
Requirements
- ✓Citizenship required.
- ✓Appointment subject to background investigation and favorable adjudication.
- ✓Meet Selective Service Registration Act requirement for males.
- ✓Complete the initial online assessment and USAHire Assessment, if required.
- ✓Selectee will be required to participate in the Direct Deposit Electronics Funds Transfer Program.
- ✓Any individual who is currently holding, or has held within the previous 52 weeks, a General Schedule position under non-temporary appointment in the competitive or excepted service, must meet time-in-grade requirements (must have served 52 weeks at the next lower grade or equivalent in the Federal service); with few exceptions as outlined in 5 CFR 300.603(b).
- ✓Time-In-Grade requirements also apply to former Federal civilian employees applying for reinstatement who have had a break in service of less than one year, as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointments.
- ✓Time-in-grade does not apply to new excepted service appointments.
- ✓Time-in-grade requirements must be met by the closing date of this announcement.
- ✓You will be required to operate a government (or private) motor vehicle as part of your official duties; a valid driver's license is required.
- ✓You will be required to submit a Motor Vehicle Operator's License and Driving Record.
- ✓You must also submit (within a State sealed envelope or submitted directly by the State authorities), and at your own expense, all certified driving records from all States that disclose all valid driver's licenses, whether current or past, possessed by you.
- ✓You will be required to wear a uniform and comply with the National Park Service uniform standards.
- ✓A uniform allowance will be provided.
