About the Role

About the Position: This job announcement will fill multiple vacancies for a Civil Engineer (Structural) at the full performance levels (FPLs) of GS-11, GS-12, GS-13.

What You'll Do

  • GS-11: Perform structural design calculations, stability analyses, and prepare technical sketches, specifications, and cost estimates.
  • GS-11: Evaluate contract drawings, material details, and contractor calculations to ensure compliance with engineering standards.
  • GS-11: Conduct site visits to monitor progress, gather data, and resolve structural design or construction problems.
  • GS-12: Perform structural analysis and design for complex dam and levee safety projects, including preparing calculations, models, drawings, and specifications.
  • GS-12: Provide project management support by developing budgets and cost estimates, monitoring schedules, and coordinating with internal and external project teams.
  • GS-12: Offer technical direction and support by reviewing designs and calculations, ensuring quality and contract conformance, and providing expert advice to project stakeholders.
  • GS-13: Serve as the lead subject matter expert for structural engineering on dam safety, providing technical expertise on complex risk analysis, design, and construction.
  • GS-13: Manage and review technical products, including dam safety reports and design documents, prepared by internal teams and external A-E firms.
  • GS-13: Lead and mentor interdisciplinary engineering teams, coordinate project schedules, and review the work of technicians and junior engineers.

Requirements

  • This definition of specialized experience is typical of work performed at the second lower grade/level position or equivalent (GS-09).
  • OR Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as structural engineering.
  • OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%.
  • To compute the percentage of the requirements, divide your total months of experience by 12.
  • Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18.
  • Add the two percentages.

  • Some federal jobs allow you to substitute your education for the required experience in order to qualify.

  • Time in Grade Requirement for GS-11: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09).
  • Time in Grade Requirement for GS-12: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11).
  • Time in Grade Requirement for GS-13: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12).
