About the Role
The Institute of Education Sciences (IES) is the statistics, research, and evaluation arm of the U.S. Department of Education. Our mission is to provide scientific evidence on which to ground education practice and policy and to share this information in formats that are useful and accessible to educators, parents, policymakers, researchers, and the public. This position may be detailed to another Federal agency.
What You'll Do
- →Specific duties include but are not limited to: Recommends policies and develops procedures governing potential and long-range logistics readiness activities.
- →Ensures IT system compliance with law, regulation, and policy regarding the processing of confidential statistical data or other data that contains identifying information.
- →Keeps abreast of scope and intensity of legislative changes, trends in scientific computing, and directives of higher echelons to develop courses of action to ensure that the highest state of IT readiness is maintained for IT infrastructure, systems and services.
- →Implements guidance and policy for IES and each of its four Centers.
- →Conforms with and recommends changes to policy established by the Institute's leadership.
- →Serves as senior advisor to IES Director, Deputy Director, and Commissioners to ensure IT activities optimize program results, employee engagement and contractor performance.
- →Develops, maintains and facilitates the implementation of a sound and integrated IT architecture for statistical, research, and evaluative activities authorized under the Education Sciences Reform Act of 2002 in accordance with applicable federal law, regulation, and policy.
- →Provides oversight, expert advice and support for the Institute's IT systems, applications and websites.
- →Advises program managers across IES as they work to define their requirements, prepare statements of work, identify potential contract vehicles and optimize performance for IT services.
- →Performs in-depth technical analysis and provides technical, top-level advice on managing the IT security program, in accordance with the requirements of the Federal Information Security Modernization Act (FISMA) and OMB A-130, App.
- →Assures the execution of its functions in a technically sound and cost-effective manner in order to ensure its long-term viability.
- →Manages and monitors the usage of funds and requirements and takes action to reprogram funds when required.
- →Understands and ensures compliance with applicable federal law, regulation, and policy as well as Executive Orders relating to Agency IT management.
- →Implements and oversees the successful execution of IT contracts, typically multi-million-dollar commitments, for hardware, software, service, maintenance and support.
Requirements
- ✓One year probationary period, unless excepted by regulation.
- ✓Citizenship Financial disclosure statement, OGE-278.
- ✓Must be able to obtain and maintain a Public Trust security clearance.
- ✓Relocation expenses will NOT be paid.
- ✓Registration with the Selective Service (if applicable).
- ✓Males born after 12-31-1959 must beregistered or exempt from Selective Service.
