About the Role

This is being offered as a Detail/Temporary promotion NTE 120 Days. The Detail/Temporary promotion may be extended in 120-day increments up to one year. Incumbent may also be converted to a permanent appointment without further competition. This position serves as the Chief of Planning and Analysis for the Atlanta VA Healthcare System (AVAHCS), providing strategic planning and analysis for the medical center with 18 existing and future community-based outpatient clinics or other sites of care.

What You'll Do

  • Major duties for the Chief of Planning & Analysis position may include, but are not limited to: Provides direct supervision for 4 staff covering strategic planning, facility operations/lease planning, project activations, and space coordination.
  • Oversees functions necessary for the implementation/operation of strategic and capital planning functions.
  • Performs analysis of demographics, markets, services, data, etc. and uses that analysis to develop strategic plans for the AVAHCS.
  • Oversees facility planning and space utilization management for the AVAHCS.
  • Use knowledge of VHA, VISN, and VAMC objectives and goals to provide effective consultation to services throughout the AVAHCS.
  • Conduct market assessments to stay current on internal/external influences that could affect the AVAHCS.
  • Provides oversight of capital and/or program planning for individual clinical or administrative sites of care.
  • Oversees the capital planning processes to include Health Care Planning Model (HCPM), Strategic Capital Investment Plan (SCIP) and project activation/space management and allocation processes.
  • Oversees the Space and Equipment Planning System (SEPS) for the AVAHCS.
  • Reviews facility planning and layout to ensure the most efficient distribution of patient care services.
  • Monitors and coordinates the Capital Asset Inventory (CAI) for the AVAHCS.
  • Gathers and maintains complex data used to evaluate, develop and implement required systems and resource planning elements to meet VHA, VISN, and VAMC mission goals and objectives.
  • Oversees the establishment of contractual relationships with community healthcare providers, lessors, and service support entities.
  • Develops pertinent business case analysis, statements of work (SOW), justifications and other required paperwork and facilitates submission through approved bodies at the AVAHCS.
