The Department of Energy is looking for a dynamic executive to serve as a member on the leadership team for the Office of Energy Dominance Financing (EDF). The incumbent will serve as the Chief Investment Officer and will report to the Department of Energy's Office of Energy Dominance Financing. DOE's Office of Energy Dominance Financing sources, underwrites, structures and manages several federal lending programs in support of large-scale energy infrastructure and manufacturing projects.
What You'll Do
- →Department of Energy (DOE) is seeking a visionary and experienced Chief Investment Officer (CIO) to lead the Office of Energy Dominance Financing (EDF).
- →This is an opportunity to join the Senior Executive Service (SES) and play a pivotal role in financing the next generation of energy technology and infrastructure.
- →As the CIO, you will be at the forefront of the nation's strategic energy initiatives, managing a substantial and diverse loan portfolio.
- →You will have the unique authority to shape critical national policies and drive the financial innovation necessary to achieve American energy dominance.
- →As the CIO, you will: 1.
- →Build Strategic Outreach and Partnerships: Lead Representative and Relationship Manager: Serves as a senior agency official representing DOE and the Office of Energy Dominance Financing (EDF) in meetings with industry leaders, universities, national laboratories, and representatives of domestic and foreign governments.
- →Primary External Contact: Initiates and independently maintains frequent contacts with high-level DOE personnel, industry, other agencies, and Congressional staffers across a broad range of forums.
- →Investment Sourcing: Oversees the organization's investment process, which includes the critical first step of "sourcing" assets and potential applicants.
- →Inter-Agency and Intra-Agency Coordination: Manages interfaces with other DOE deployment and commercialization offices and ensures coordination with DOE program and staff offices to advance EDF's mission. 2.
- →Develop Financial and Investment Policy: Develops Investment Policy and Framework: Oversees policy development, establishes an effective and well-organized investment process, and develops specific Title XVII policies and procedures.
- →Shapes Strategic Direction: Manages the strategic framework through which EDF will achieve full utilization of its loan authority and develops short- and medium-term investment plans.
- →Influences Department-Wide Policy: Plays a significant role in influencing Department of Energy policies and programs and recommends new policies and programs to improve agency-wide energy sector investment performance.
- →Adapts to Market Conditions: Makes changes to the investment process as necessary to reflect the changing market environment and ensure compliance with all applicable laws and regulations. 3.
- →Represent EDF in High-Level Negotiations: Negotiator: Negotiates arrangements with external parties pertaining to program logistics, pace, and funding.
Requirements
- ✓Must be a U.S.
- ✓Citizen or National.
- ✓Subject to a 1-year SES probationary period (unless already completed).
- ✓Complete a Declaration for Federal Employment to determine your suitability for Federal employment, at the time requested by the agency.
