About the Role
The Budget Analyst performs a full range of analytical, technical, and administrative duties in support of budget formulation, execution, and financial oversight for the medical center.
What You'll Do
- →Major Duties: Conducts limited studies and analyses to develop required data and information for reporting purposes; and prepares administrative reports.
- →Reviews short-range budgetary and program requirements for conformance with agency policy and Congressional intent.
- →Evaluates operating plans for reasonableness of workload, obligation, and outlay data; ensures monthly and annual trends are reflected accurately and recommends adjustments when necessary.
- →Prepares documents to process budget estimates and writes reports detailing the purposes for which funds were obligated or expended.
- →Performs analysis of budget requests, and compiles data used for forecasting future obligations.
- →Reviews, edits, and consolidates annual budget estimates for assigned organizations and programs into a unified budget request.
- →Identifies and analyzes trends in the receipt, obligation, or expenditure of funds to ensure the annual financial plan objectives are met on a timely basis and that funds are available and properly used to support program objectives.
- →Reviews initial budget submissions to ensure planning guidance is followed and that estimates for non-medical financial assistance programs align with long-range planning targets.
- →Maintains resources within all legal limitations by anticipating potential Anti-Deficiency Act concerns and recommending appropriate preventive action.
- →Initiates reallocation actions and allotment adjustments as needed.
- →Performs allotment verification by validating that funding has been properly allotted in FMS.
- →Conducts IFCAP-to-FMS funding reconciliation to ensure accurate financial statement reporting.
- →Processes supplemental funding requests by preparing and submitting requests for additional funding beyond station authority to station leadership for approval.
- →Coordinates with the CFO and, when necessary, escalates to the VISN CFO when station resources are insufficient.
