About the Role
About the Position: This position is in the Defense Civilian Intelligence Personnel System (DCIPS). Employees occupying DCIPS positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position works for U.S. Army Intelligence and Security Command (INSCOM), Office of the Staff Judge Advocate, and is located at Schofield Barracks, Hawaii.
What You'll Do
- →Provides legal advice to the Staff Judge Advocate, INSCOM Commander, Deputy Director Army G2X, Army Counterintelligence Coordinating Authority, Army Human Intelligence (HUMINT) Operations Center, other INSCOM Staff, and Major Subordinate Commands.
- →Serves as both an Intelligence Operational Law Attorney and an Administrative Law Attorney, providing legal advice on CI, HUMINT, SIGINT and intelligence related cyber activities and operations AND on administrative investigations involving the same.
- →Delivers legal advice on intelligence oversight requirements.
- →Evaluates issues related to every aspect of INSCOM intelligence operations.
- →Conducts legal reviews of draft regulations, policy directives, operational concepts and operational activities.
- →Evaluates new statutes, proposed federal legislation, federal and DoD regulations and policy statements.
- →Represents and advises on civil and criminal litigation involving intelligence and counterintelligence activities conducted by INSCOM.
- →Provides expert legal support and oversight for several Army special access programs.
- →Assists in the preparation of Congressional reporting requirements.
- →Represents the command in all matters/inquiries from regulation and oversight bodies to include the Army Staff, Congressional and Executive Intelligence Oversight Committees.
- →Prepares legal opinions on Freedom of Information Act (FOIA) and Privacy Act matters.
- →Provides Fiscal Law advice and written opinions on the expenditure of funds supporting intelligence operations and activities.
- →Advises on ethics issues.
